# Abela Labour rule of law ## What this driver is Abela Labour rule of law is one continuing Maltese mechanism: the Labour lawyer who on 13 January 2020 swore as prime minister after [Joseph Muscat](/people/joseph-muscat) resigned over the [Daphne Caruana Galizia](/people/daphne-caruana-galizia) murder investigation, who promised to strengthen the rule of law while Reuters recorded him as a continuity candidate, and whose government was the respondent when a court on 24 February 2023 annulled the Vitals/Steward hospitals concession as fraudulent. It is a mechanism, not a reform brochure and not a Soviet-scope repression row. The driver is not a Muscat twin. Joseph Muscat is unresolved. It is not Ukraine.
