# Borissov GERB cycles ## What this driver is Borissov GERB cycles is one continuing Bulgarian mechanism: a GERB chairmanship that prices executive power through repeated premierships (2009–13, 2014–17, 2017–21) and then through a GERB-led cabinet he did not personally chair, until street protests and a second-place election cut the cycle. It is a mechanism, not a highway-and-Schengen brochure and not a Soviet-scope repression row. The driver is not Tsar Simeon’s 2001–05 NDSV as a second name on this page. It is not Ukraine and not Karabakh. Neighbouring mechanisms can move with this file. They do not replace it. A unique later prisoner integer as Contribution.size is not this node. It applies to Bulgaria from the 2009 first premiership through the 2020–21 protest hinge, the January 2025 Zhelyazkov GERB-led cabinet, that cabinet’s 11 December 2025 resignation after Gen-Z anti-corruption protests named the Borissov–Peevski model, and GERB’s 19 April 2026 second-place finish. He was prime minister in 2009–13, 2014–17, and 2017–21. GERB remained the usual first-place party through seven elections after 2021 without restoring a full [Borissov](/people/boyko-borissov) premiership. Party chairmanship is the stored instrument after May 2021. Second, the 2020 hinge. On 9 July 2020 protests began after prosecutors raided the presidency. Reuters recorded thousands demanding his resignation and Ivan Geshev’s. He refused to quit. The protests ran into 2021 and ended his third cabinet’s electoral path. Third, the 2025 hinge. A GERB–BSP–ITN minority cabinet under Rosen Zhelyazkov took office on 16 January 2025. Protesters named Borissov and [Delyan Peevski](/people/delyan-peevski) as the behind-the-scenes model. On 11 December 2025 Zhelyazkov resigned. The Guardian recorded the resignation before a no-confidence vote. Borissov said he had insisted on it so GERB would not be erased. Fourth, office. He chairs GERB. He does not sit as Zhelyazkov, as [Rumen Radev](/people/rumen-radev)’s later Progressive Bulgaria majority, or as a Sofia court. The welfare sign of the driver on voice is negative once the protest hinges are stored: strengthening GERB cycles as patronage-conditioned executive survival reduces a higher-is-better say-in-government reading. That is the opposite of treating 2009, 2014, or January 2025 as a civic dawn. ## Interactions and contested points The mechanism interacts with caretaker-presidential leverage because Rumen Radev backed 2020 protesters and later left the presidency for a party that beat GERB. Reinforcement is obvious. Offsetting is the claim that a GERB-led eurozone entry rebates every protest. Eurozone entry on 1 January 2026 is neighbouring calendar colour. It does not cancel 11 December 2025. The strongest competing view is that a party leader merely absorbed street anger so the state could join Schengen and the euro.
