# Cabello PSUV strongman and interior repression

## What this driver is

Cabello PSUV strongman is one continuing Venezuelan mechanism: [Diosdado Cabello](/people/diosdado-cabello) Rondón as PSUV first vice-president and later interior, justice and peace minister from 27 August 2024; OFAC SDN from 18 May 2018; an unsealed 26 March 2020 Southern District of New York narco-terrorism indictment that remains an allegation; Con El Mazo Dando as a named intimidation programme; and post-28 July 2024 Operation Tun Tun / Knock Knock neighbourhood after he took the interior ministry.

The legal core is Treasury sm0389 of 18 May 2018 designating CABELLO RONDON, Diosdado under E.O. 13692; the 26 March 2020 SDNY superseding indictment charging him, as alleged, with narco-terrorism conspiracy alongside Nicolás Maduro; the 27 August 2024 interior appointment recorded by the [National Assembly](/organizations/national-assembly) and AP; and the post-election Knock Knock campaign that Maduro named and that Cabello amplified from Con El Mazo Dando and, after 27 August, from the interior ministry. A campaign adjective does not change those texts. Narcotics claims in Treasury and DOJ instruments stay labelled as allegations until a completed conviction.

## Mechanism

The file moves welfare through named channels.

First, party-and-show intimidation. Con El Mazo Dando is a state-television programme he has hosted for more than a decade. Rights groups and ProBox recorded doxxing and “Tun Tun” amplification from that programme and his accounts. A television programme is not every later arrest. It is still a named intimidation channel.

Second, OFAC 2018. On 18 May 2018 the United States designated him, his brother José David Cabello, his wife Marleny Contreras, and alleged front man Rafael Sarria. Treasury’s release accused narcotics trafficking, money laundering and embezzlement. Those are Treasury allegations in a sanctions instrument, not a criminal conviction. Store the designation. Do not convert Mnuchin’s adjectives into a unique later kilo integer.

Third, SDNY indictment. On 26 March 2020 the Southern District of New York unsealed a superseding indictment charging Cabello, as alleged, with narco-terrorism conspiracy, cocaine-importation conspiracy and weapons counts with Maduro and others. DOJ and AP recorded the unsealing. A $10 million then later higher bounty is a State Department neighbourhood, not a conviction. He has not been tried to a completed U.S. verdict on this page’s date. Mark the row as indictment-as-allegation.

Fourth, interior ministry after 28 July 2024. On 27 August 2024 Maduro named him interior, justice and peace minister in a cabinet shuffle that also moved Delcy Rodríguez to hydrocarbons. AP recorded human-rights groups’ fear that the appointment would intensify the post-election crackdown. NYT later recorded that from the new post he announced Operation Knock Knock raids. Quote the appointment. Do not invent a unique 2,000-prisoner Contribution.size; government and NGO tallies diverge.

Fifth, command. An interior minister sits over police, SEBIN neighbourhood and citizen-security vice-presidency. He does not sit as every PNB rifleman or as every colectivo. Nicolás Maduro is the live captured president who named him. This run does not mint a cleaner twin of either.

## Evidence base

The best evidence is Treasury sm0389, OFAC’s 18 May 2018 SDN update, the 26 March 2020 DOJ/SDNY unsealing, the National Assembly 27 August 2024 appointment note, and AP/BBC on the post-election crackdown.

Treasury named narcotics as an allegation in a sanctions press release. DOJ named him in an unsealed indictment. AP recorded the interior appointment. BBC and HRW recorded Knock Knock as door-to-door detention after 28 July 2024. Foro Penal and Provea printed neighbouring arrest totals that do not match the government’s “more than 2,000.” Quote the instruments. Do not invent a unique prisoner integer.

Evidence is strongest for the SDN, the indictment unsealing, and the 27 August appointment. It is weaker for any unique first-hour Knock Knock arrest coefficient. It is weakest where a “peace with justice” adjective is asked to replace the interior appointment after a contested election.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into [civic-space](/drivers/civic-space) and electoral-integrity series only where a sourced path exists.

An education, CPI, or WJP path does not follow from an OFAC listing or an interior appointment without a sourced channel. Missing coefficients stay missing. This catalog does not clone family-template DII onto the node.

The welfare sign of strengthening this driver is negative: a sanctioned PSUV strongman took the interior ministry after a contested election and amplified door-to-door detention. That is the opposite of treating a 2002 acting-presidency photograph as a unique later civic rebate.

## Interactions and contested points

The mechanism interacts with Maduro’s 28 July 2024 CNE proclamation, Delcy’s oil file, Jorge Rodríguez’s Assembly, and U.S. indictments that also name Maduro. Reinforcement is obvious when the 2018 SDN, the 2020 indictment, and the 2024 interior appointment sit on the same person. Offsetting is the claim that Knock Knock was only Maduro’s slogan and that Cabello merely “brought peace.” He coined Tun Tun in 2017. He took interior on 27 August 2024. Store both. Do not unwrite the appointment.

The strongest competing view is that the SDNY indictment is a political instrument timed against Caracas and that no Venezuelan court has convicted him of trafficking. Store the indictment as allegation. Do not invent a completed conviction. Neighbouring disaster response is not this strongman node as a twin.

Established: 18 May 2018 OFAC SDN; 26 March 2020 SDNY indictment unsealed naming him; 27 August 2024 interior appointment; Knock Knock as a named post-28 July 2024 detention campaign. Not established: a unique prisoner total as Contribution.size, a completed U.S. or Venezuelan narcotics conviction, or that every colectivo is his personal unit. A later verdict with a date would be a new fact. It would not rename this driver as a peace-with-justice success. Keep 18 May 2018 off 27 August 2024. Keep nicolas-maduro as the live counterpart. ## Welfare pathways in the causal graph

Diosdado Cabello's driver should remain an accountability mechanism about coercive political power, intimidation, and the institutional environment around the PSUV state — not a generic Venezuela biography. The strongest public evidence is institutional: U.S. Treasury sanctions records identify Cabello and a network around him; the UN fact-finding mission on Venezuela documents a broader state policy of repression against real or perceived opponents and an intensification of repression around the 2024 election. Those sources establish a coercive governance context. They do not prove every allegation about Cabello personally, and the page must preserve that distinction.

The welfare path is therefore civic and legal.
