# Delcy Maduro-system enforcer and encargada continuity

## What this driver is

Delcy Maduro-system enforcer is one continuing Venezuelan mechanism: Delcy Eloína Rodríguez Gómez as executive vice-president from 14 June 2018, hydrocarbons minister from 27 August 2024 to 11 March 2026, OFAC SDN from 25 September 2018, acting president from 5 January 2026 after the U.S. capture of [Nicolás Maduro](/people/nicolas-maduro) on 3 January 2026, and the 1 April 2026 U.S. lift of her personal sanctions while she remained encargada past the TSJ’s 90-day window.

Neighbouring mechanisms — [Cabello](/people/diosdado-cabello)’s interior ministry, [Jorge Rodríguez](/people/jorge-rodriguez)’s [National Assembly](/organizations/national-assembly) gavel, SEBIN, PDVSA licences, and later earthquake-cabinet photographs — can move with this file or against it. They do not replace it. A first-woman sash is not this node. This node is the 2018 inner-circle designation, the 5 January 2026 encargada oath, and the 1 April 2026 OFAC delisting as recognition of that continuity.

It applies to Venezuela from the 14 June 2018 vice-presidency through September 2026. It is not a finding that Maduro ceased to be the TSJ’s legal president.

The legal core is Treasury’s 25 September 2018 designation of RODRIGUEZ GOMEZ, Delcy Eloina under E.O. 13692; TSJ Constitutional Chamber sentencia N° 0001-2026 of 3 January 2026 ordering her to assume as encargada because Maduro’s absence was “temporary”; the 5 January 2026 oath administered by her brother Jorge Rodríguez; and OFAC’s 1 April 2026 removal of her personal listing after Washington treated her as Head of State. A campaign adjective does not change those texts.

## Mechanism

The file moves welfare through named channels.

First, inner-circle office. On 14 June 2018 Maduro named her executive vice-president, succeeding Tareck El Aissami. The vice-presidency sat over SEBIN. She later held finance (10 September 2020–27 August 2024) and hydrocarbons (27 August 2024–11 March 2026). Office-holding is not authorship of every SEBIN file. It is still the completed appointment that Treasury named as helping Maduro “maintain power and solidify his authoritarian rule.”

Second, OFAC 2018. On 25 September 2018 the United States added her to the SDN list with [Cilia Flores](/people/cilia-flores), Vladimir Padrino López, and Jorge Rodríguez.

Third, encargada continuity. On 3 January 2026 U.S. forces captured Maduro and Cilia Flores in Caracas. The same day’s TSJ order declared the absence temporary, ordered Rodríguez to assume all presidential faculties as encargada for up to 90 days (extendable by the ruling-party Assembly), and thereby avoided an absolute vacancy that would have forced a speedy election. She was sworn on 5 January 2026. Nicolás Maduro is the live captured president. It does not mint a cleaner twin.

Fourth, recognition without an election. On 1 April 2026 OFAC lifted her personal sanctions. AP recorded that the move was U.S. recognition of her as a legitimate authority after the 3 January operation. She remained acting president past the original 90-day TSJ window. Quote the OFAC entry and the TSJ “temporary” language. Do not invent a unique later popular mandate.

Fifth, command. An executive vice-president and later encargada can speak for oil licences and for continuity of the PSUV state. She does not sit as every colectivo, as Cabello’s interior ministry, or as every PDVSA invoice. Sharing a [Trump](/people/mig-donald-trump) photograph after 3 January is not a reason to hang a U.S. statute as her authorship, and it is not a reason to unwrite the 2018 SDN.

## Evidence base

The best evidence is Treasury sm495, OFAC’s 25 September 2018 SDN update, the TSJ 3 January 2026 sentencia, Reuters on the TSJ order, and AP on the 1 April 2026 delisting.

Treasury named her as inner circle on 25 September 2018 and recorded the 14 June 2018 vice-presidency in the same release. TSJ.gob.ve carries sentencia N° 0001-2026. Reuters recorded the order on 4 January 2026. AP recorded the 1 April 2026 lift and the 90-day clock.

Evidence is strongest for the SDN listing, the TSJ order, the 5 January oath, and the 1 April delisting. It is weaker for any unique first-hour oil-export coefficient from 5 January. It is weakest where a “willing to work with Washington” adjective is asked to replace the 2018 designation and the temporary-absence construction.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into electoral-integrity and [civic-space](/drivers/civic-space) series only where a sourced path exists.

An education, CPI, or WJP path does not follow from an OFAC listing or an encargada oath without a sourced channel. Missing coefficients stay missing. This catalog does not clone family-template DII onto the node.

The welfare sign of strengthening this driver is negative: a Maduro-system vice-president became acting president without an election after a foreign capture, under a court that kept Maduro as legal president. That is the opposite of treating a first-woman sash or a sanctions lift as a unique later civic rebate.

## Interactions and contested points

The mechanism interacts with Cabello’s interior file, Jorge Rodríguez’s Assembly, Padrino’s FANB statement of 4 January 2026, and U.S. recognition after 3 January. Reinforcement is obvious when the 2018 inner-circle designation and the 2026 encargada oath sit on the same person. Offsetting is the claim that a U.S. delisting and oil-licence talk converted her into a separate democrat. Store the delisting. Do not unwrite the TSJ “temporary” clause.

The strongest competing view is that she restored administrative continuity after an illegal kidnapping and that remaining past 90 days was Assembly business. The TSJ did order continuity. It also avoided an absolute vacancy. Store both. Neighbouring disaster response is not this enforcer node as a twin.

Established: 14 June 2018 vice-presidency; 25 September 2018 OFAC SDN; 3 January 2026 TSJ encargada order; 5 January 2026 oath; 1 April 2026 personal-sanctions lift. Not established: a unique later popular election as her mandate, a unique oil-export integer from 5 January, or that Maduro ceased to be the TSJ’s legal president. A later election with a date would be a new fact. It would not rename this driver as a democratisation success. Keep 25 September 2018 off 5 January 2026. Keep nicolas-maduro as the live counterpart. Do not mint ukraine-war onto this node.

## What is documented

[Delcy Rodríguez](/people/delcy-rodriguez)'s importance inside Venezuela's governing system comes from occupying positions that connect executive policy, oil, finance, diplomacy, and the machinery that survived the disputed 2024 presidential election. As vice-president under Nicolás Maduro, she was not an external technocrat managing a separate economic file; she was part of the executive centre while security bodies and judicial institutions were used against opponents. The UN independent fact-finding mission reported a sharp deterioration after the July 2024 election, saying public authorities had abandoned meaningful independence. Investigators documented more than 40 cases of security forces entering homes without warrants using social-media material as evidence, more than 120 arrests around opposition campaign events, and more than 2,000 detentions reported by authorities during the first week of post-election protests. Those figures describe a system of enforcement broader than one office. Rodríguez's accountability lies where her formal authority, public decisions, institutional coordination, or later leadership role can be tied to that system, not in assuming she personally ordered every detention.

## Who moves this driver

Delcy Rodríguez moves the driver through senior executive authority and her role in maintaining continuity of the Maduro-era state. Nicolás Maduro remains central to the system that Rodríguez served and helped administer. Security chiefs, prosecutors, judges, electoral officials, and ruling-party organisers must be attributed through their own acts. The point is institutional enforcement: how political control survives through appointments, prosecutions, economic levers, security operations, and restrictions on opposition activity.

## Welfare pathways

[Voice and accountability gap from the highest governance score](/indicators/rights-welfare-071-voice-and-accountability-gap-from-the-highest-governance-score) is the most direct civic pathway; a wider gap is adverse when opposition activity and criticism carry detention risk. [Access to justice index](/indicators/rights-welfare-077-access-to-justice-index) captures the legal consequence of warrantless entry, arbitrary detention, weak [judicial independence](/drivers/justice-judicial-independence-erosion), and limited remedies. [Alternative sources of information index](/indicators/digital-welfare-120-alternative-sources-of-information-index) is relevant where social-media monitoring and pressure on independent reporting change what citizens can safely publish or obtain.

## What is uncertain

Venezuela's decision-making is opaque, and collective executive responsibility is not identical to individual criminal responsibility. Sanctions, oil-market shocks, migration, institutional decay, and domestic policy all interact with welfare outcomes, so the political system cannot be used as a catch-all explanation for every economic indicator. The UN findings establish patterns and state structures; they do not allocate each violation to Rodríguez personally. A defensible update should therefore distinguish what she signed, announced, administered, or commanded from what occurred elsewhere in the state. Later changes in title or leadership also require fresh evidence: continuity of personnel suggests persistence, but only institutional practice can show whether repression actually changes.

A second distinction concerns economic administration. Rodríguez has held portfolios that make her visible in sanctions, oil, finance, and negotiations, but economic competence or external bargaining does not neutralise responsibility for political institutions, and political repression does not prove that every economic decision is harmful. The page should preserve both propositions at once. Where sanctions are eased, oil output changes, or international talks resume, those developments require their own evidence and welfare paths. Where security bodies detain critics or courts fail to provide remedies, the rights pathway stands on separate evidence. Keeping those files distinct prevents a common analytical error in Venezuela: treating macroeconomic improvement as proof of political liberalisation, or treating repression as a substitute for measuring household economic outcomes.
