# Democratic Resilience

## What this driver is

Democratic resilience is a continuing meter of whether a political system can take a shock — an attempted self-coup, a stolen count, a foreign influence operation, a polarising emergency — and still hold a contestable election and a bound executive afterwards. It is not Electoral Integrity (the ballot), not [Civic Space](/drivers/civic-space) (the room to organise), and not [Rule of Law](/drivers/rule-of-law) (equal application). Those neighbouring nodes can move with this meter. They do not replace it.

The driver is not [Capacity for Peaceful Transfer of Power](/drivers/capacity-for-peaceful-transfer-of-power) as a second name, though handover is part of the shock test. It is not Ukraine war.

It applies globally as a time-varying intensity. The live Factrail series uses World Bank Voice and Accountability (GOV_WGI_VA_SC) as a disclosed proxy. The 2020–2024 movement is down. Missing 2025 releases stay missing. This page does not interpolate. Voice-and-accountability is not a complete operational definition of shock-absorption.

The documentary neighbourhood includes attempted self-coups, emergency decrees, and later genuine contests on person-driver files. Those instruments belong on those event bundles when they name a country.

## Mechanism

Resilience moves welfare through named channels.

First, shock. An incumbent freezes a parliament, a crowd storms a count, a foreign service floods a feed. The shock is a dated fact on a neighbouring file.

Second, absorption. Courts, legislatures, parties, and streets decide whether the shock becomes a new regime. Peaceful-transfer capacity is the neighbouring handover meter.

Third, recovery. A later genuine contest, a restored court, or a failed packing is a new dated fact. It does not rewrite the shock.

Fourth, the proxy’s limits. WGI VA mixes elections, media, and voice.

Timing is hours for a storming and years for a WGI point. A later dedicated V-Dem liberal-democracy or resilience series would be a better meter. It would not twin electoral-integrity. A system that absorbs a shock and still holds a contestable election is the mechanism; a strongman who keeps the lights on is not. Lights, trains, and a frozen parliament can coexist; only the contest is this meter.

## Evidence base

The live quantitative record is GOV_WGI_VA_SC (https://api.worldbank.org/v2/country/all/indicator/GOV_WGI_VA_SC?date=2020:2025&format=json&per_page=20000). Context sits at V-Dem (https://www.v-dem.net/) and at named national instruments on neighbouring event files.

This page does not invent a unique coup, protest, or Contribution.size integer. Where WGI prints a score, that score stays on WGI.

Evidence is strongest for the stored proxy observations. It is weaker for the claim that every VA movement was resilience. It is weakest where a “correction” speech is asked to replace the series.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into civic voice after shocks.

- [Having a say in government](/indicators/government-welfare-083-having-a-say-in-government): direction higher when the system absorbs a shock and still holds a contestable election. Horizon: months to a cycle. Confidence: high that the channel exists; medium for a unique global coefficient. The indicator is higher-is-better. Strengthening democratic resilience is welfare-positive. No unique coup integer is invented here.

Missing coefficients stay missing. Do not hang this file on [territorial-revisionism](/drivers/territorial-revisionism).

The welfare sign of strengthening this meter is positive. That is the opposite of treating a completed parliament freeze as a democratic correction.

## Interactions and contested points

The mechanism interacts with electoral-integrity, civic-space, rule-of-law, capacity-for-peaceful-transfer-of-power, and [disinformation-prevalence](/drivers/disinformation-prevalence) when a shock, a court, and a WGI point sit in the same year. Reinforcement is obvious. Offsetting is the claim that “resilience” means a strongman who keeps the lights on. Lights can be stored. They do not cancel a completed freeze.

The strongest competing view is that WGI VA cannot carry resilience, and that this node duplicates electoral integrity. That objection is serious. The competing defence is: integrity is the ballot in ordinary time; resilience is whether the system still has a ballot after a shock. They share a proxy. They are not the same question.

A second competing view is that this node should be merged into constitutional-resilience. It should not. Constitutional resilience is the text-and-court overlay. This meter is the whole-system shock test.

A later dedicated series would update the meter. This page does not invent a unique coup, protest, or Contribution.size integer.
