# Dissanayake NPP IMF presidency (Sri Lanka)

## What this driver is

[Anura Kumara Dissanayake](/people/anura-kumara-dissanayake) NPP IMF presidency is one continuing executive mechanism in Sri Lanka: the JVP/NPP leader sworn ninth executive president on 23 September 2024 after a preference-count win, who took the finance portfolio, kept the 2023 IMF Extended Fund Facility, and on 26 November 2024 launched the international sovereign bond exchange he had campaigned to renegotiate. It is a mechanism with dates, not a graft-fighter brochure and not Ranil Wickremesinghe’s biography as a twin.

The driver is not ukraine-war, not [territorial-revisionism](/drivers/territorial-revisionism), not Glavlit, and not GULAG. Neighbouring mechanisms — [civic space](/drivers/civic-space), electoral integrity, capacity for peaceful transfer — can move with this file. [Harini Amarasuriya](/people/harini-amarasuriya) and Ranil Wickremesinghe are unresolved. This run does not mint them.

It applies from the 23 September 2024 Presidential Secretariat oath, through the 24 September finance-portfolio assignment, the 14 November 2024 NPP parliamentary landslide (neighbouring electoral weather), and the 26 November 2024 ISB bond-exchange launch. A later 2026 $2.5 million wrongful-payment claim is allegation, not stored as a completed judgment. Aragalaya 2022 is neighbouring predecessor weather, not this Contribution.

The legal neighbourhood is [Election Commission of Sri Lanka](/organizations/election-commission-of-sri-lanka) preference count, Presidential Secretariat oath, Ministry of Finance bond-exchange invitation, IMF staff reports, and contemporaneous Reuters/BBC/AP records.

## Mechanism

The NPP-IMF file moves welfare through named channels.

First, executive oath. On 23 September 2024 he was sworn before Chief Justice Jayantha Jayasuriya. Dinesh Gunawardena resigned as prime minister the same morning. The Fact stored on the person page is that completed oath after a preference count, not a unique 2022 shortage coefficient as his Contribution.

Second, IMF/ISB U-turn. Campaign rhetoric criticised the Wickremesinghe IMF programme. In office he retained the officials who had negotiated it and, on 26 November 2024, the Ministry of Finance launched a bond exchange of outstanding international sovereign bonds totalling about USD 12.55 billion. Economists recorded a haircut below UN-recommended minima.

Third, finance portfolio. On 24 September he named Harini Amarasuriya prime minister and kept finance himself. Harini is unresolved. Sharing a cabinet is not a reason to drop the bond-exchange row.

Timing is 23 September 2024 through the 2025–26 IMF reviews. A later genuine renegotiation that shifted the primary-surplus path would be a different fact.

## Evidence base

The best evidence is Election Commission arithmetic, Presidential Secretariat oath, Ministry of Finance invitation, IMF staff reports, and Reuters/BBC.

Reuters recorded the 23 September 2024 oath (https://www.reuters.com/world/asia-pacific/sri-lankan-prime-minister-resigns-after-dissanayakes-presidential-win-2024-09-23/). BBC recorded the same. MFA recorded the ceremonial oath before the Chief Justice (http://www.mfa.gov.lk/en/swearing-in-of-the-9-th-executive-president-of-sri-lanka). Reuters recorded the 24 September finance-portfolio assignment (https://www.reuters.com/world/asia-pacific/sri-lanka-president-dissanayake-picks-harini-amarasuriya-pm-2024-09-24/). Crisis Group later recorded that the NPP embraced the IMF programme it had criticised.

This page does not invent Contribution.size, a unique stolen-vote integer, or a unique household-austerity coefficient from an IMF review. The 2026 $2.5 million payment claim stays allegation.

Evidence is strongest for the 23 September oath and the 26 November bond-exchange launch. It is weaker for any unique later CPI coefficient from a primary-surplus target. It is weakest where a 2022 protest photograph is asked to rebate 26 November 2024.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into household fiscal and transfer series.

- Capacity for peaceful transfer moved when a preference-count election produced a completed oath. Horizon: September 2024. Confidence: high for the oath.
- Household fiscal space moves when an IMF primary-surplus path and an ISB exchange with a thin haircut are kept. Horizon: 2024–. Confidence: high for the dated launch; the unique later coefficient stays missing.
- Electoral integrity is neighbouring on the 14 November parliamentary landslide, not converted here into a unique turnout integer.

The welfare sign is mixed: completed competitive oath, then an IMF/ISB U-turn that campaign rhetoric had promised to reopen. A graft-fighter slogan is not a rebate of 25 November 2024.

## Interactions and contested points

The mechanism interacts with unresolved Harini Amarasuriya (PM) and unresolved Ranil Wickremesinghe (predecessor programme). Do not mint them here.

The strongest competing view is that keeping the IMF programme averted a second default. Aversion is neighbouring recorded Fund weather. This driver still stores the U-turn against campaign rhetoric.

A second competing view is that this is Soviet [state-repression](/drivers/state-repression). It is not. It is a 2024–26 Sri Lankan executive-IMF file.

Established: 23 September 2024 oath; 24 September finance portfolio; 26 November 2024 ISB launch. Not established: a unique household coefficient, or that 2022 Aragalaya is his Contribution. A later genuine renegotiation would be a new fact.

## What is documented

Anura Kumara Dissanayake entered office after winning Sri Lanka's 21 September 2024 presidential election and was sworn in on 23 September. The economic constraint he inherited was unusually narrow: Sri Lanka had defaulted on foreign debt in 2022, entered a 48-month IMF Extended Fund Facility in March 2023, and was still restructuring sovereign obligations. Dissanayake campaigned as a critic of parts of the old economic order, but after taking office his government continued the IMF-supported programme rather than abandoning it. On 23 November 2024 IMF staff announced agreement on policies for the third review. Three days later Sri Lanka launched its long-awaited international sovereign bond exchange covering roughly $12.55 billion of bonds. Reuters reported that the exchange was expected to reduce debt-service payments by about $9.5 billion over the IMF programme period. The recovery came with a social warning: the IMF's June 2024 second review and February 2025 third review both said the indicative target on social spending had been missed, even as macroeconomic performance improved.

## Who moves this driver

Anura Kumara Dissanayake moves the driver through the decision to preserve the restructuring and fiscal framework after an election that could have reopened it. That continuity reduced immediate sovereign-financing uncertainty, but it also made his administration responsible for how programme burdens and protections were distributed. The relevant record is therefore neither "IMF saved Sri Lanka" nor "austerity caused every hardship." It is a sequence of budget, debt, tax, transfer, and programme decisions under a government that chose continuity with renegotiation at the margins.

## Welfare pathways

The first pathway is [Poverty headcount ratio at $3.00 a day (2021 PPP) (% of population)](/indicators/econ-welfare-004-poverty-headcount-ratio-at-3-00-a-day-2021-ppp-of-population). Debt stabilisation and resumed growth can reduce poverty over time, but tax increases, administered-price reforms, and insufficient transfers can impose near-term costs on poor households. The second is [ILO proportion of population covered by at least one social protection benefit, by sex](/indicators/social-welfare-091-ilo-proportion-of-population-covered-by-at-least-one-social-protection-benefit-by-sex). The repeated shortfall against the programme's social-spending target is a concrete reason to treat protection as a separate outcome rather than assume macro recovery automatically reaches vulnerable households.

A further distributional question is who absorbs the adjustment before the recovery becomes broad-based. The sovereign exchange can improve fiscal room without automatically increasing disposable income, and the same tax or utility reforms can affect households differently by income, region, employment status, and access to transfers. Dissanayake's political mandate therefore makes targeting and delivery as important as headline compliance. A credible reader account should watch whether social registries, cash benefits, school and health spending, and labour-market recovery reach groups pushed into poverty during the 2022 crisis. It should also separate one-off debt relief from durable employment and productivity. The presidency can preserve macro stability and still underperform on distribution; conversely, a painful first budget can coexist with later poverty reduction. Those are empirical questions for later surveys rather than conclusions that can be read directly from an IMF review.

## What is uncertain

The presidency began after much of the stabilisation framework had already been negotiated, so credit and blame must be separated from inheritance. The bond exchange was agreed substantially before the election, while implementation and continuation occurred under Dissanayake. Poverty also responds to wages, remittances, food prices, tourism, exchange rates, and labour demand. Social-spending target misses do not prove that formal benefit coverage fell. They do show why a reader should not infer household recovery from reserves or debt metrics alone. Later household surveys and ILO coverage data are needed before converting programme intent into a stronger welfare claim.
