# Digital Learning Access

Digital learning access refers to the extent to which learners and educators can reach educational resources through digital means—internet connectivity, devices, electricity, affordable data, learning platforms, and the skills to use them. It is a force shaping how and whether learning can take place.

The mechanism works by expanding the reach of instructional materials, remote and blended teaching, and self-paced study, which can complement or sometimes substitute for in-person schooling; observed associations with learning outcomes are positive on average but highly dependent on teaching quality, content relevance, and equitable access, so effects are not uniform. Temporal dynamics include gradual infrastructure expansion alongside sharp shifts during disruptions such as school closures. Scope spans households, schools, and whole systems. Uncertainty is significant because access alone does not guarantee learning and can widen gaps between connected and unconnected groups. This driver chiefly affects indicators of learning outcomes, school participation, and educational equity.
