# Museveni incumbency and civic squeeze

## What this driver is

Museveni incumbency and civic squeeze is one continuing domestic mechanism in Uganda: a president who took the oath on 29 January 1986 and still holds it after a seventh Electoral Commission return, while security forces, constitutional resets, and later NGO/foreign-funding statutes close the space in which opposition, journalists, and civic groups can contest him. It is a mechanism, not a 1986 liberation brochure and not a Soviet-scope repression row.

The driver is not the Lord’s Resistance Army war as a second name, not an oil-block displacement encyclopedia, and not Ukraine. Neighbouring mechanisms — electoral integrity, [capacity for peaceful transfer of power](/drivers/capacity-for-peaceful-transfer-of-power), [protection of minority rights](/drivers/protection-of-minority-rights) — can move with this file or against it. They do not replace it. A World Bank ranking or an HIV-treatment memory is not this node. This node is the age-limit reset, the Bobi Wine-era election cycles, the Anti-Homosexuality Act assent, the son’s appointment as Chief of Defence Forces, and the Protection of Sovereignty Act.

It applies to Uganda from the 2017 age-limit amendment through the 2021 and 2026 presidential certifications and the 2026 foreign-funding statute. It is not [proxy-war-intensity](/drivers/proxy-war-intensity) (1919–50), not [territorial-revisionism](/drivers/territorial-revisionism), and not eastern Congo.

The legal core is Article 98 of the 1995 Constitution (president as head of state and commander-in-chief), the Constitution (Amendment) Act gazetted as Act 1 of 2018 after assent on 27 December 2017, Electoral Commission presidential returns, the Anti-Homosexuality Act 2023, and the Protection of Sovereignty Act 2026. A speech that calls a closed poll “cheating-free” does not change the mechanism.

## Mechanism

The squeeze moves welfare through named channels.

First, constitutional clock-reset. Removing the 75-year presidential age cap in December 2017 made a further ballot legally available to the incumbent. Parliament voted; he assented. Rotation was postponed by statute, not by a slogan.

Second, election-cycle force. OHCHR recorded that between 18 and 20 November 2020 at least 54 people were killed during protests after the arrest of opposition presidential candidate Robert Kyagulanyi (Bobi Wine). Human Rights Watch recorded the same cluster, including the government’s own admission of 54 dead. This page does not invent a unique death integer or treat 54 as Contribution.size. The 14 January 2021 and 15 January 2026 polls, and the Commission declarations that followed, sit on the same incumbency file.

Third, criminalisation of civic and minority life. The Anti-Homosexuality Act 2023, assented 26 May 2023, created life imprisonment for homosexuality and a death-penalty maximum for “aggravated homosexuality.” The Protection of Sovereignty Act, assented 17 May 2026, imposed foreign-funding and “foreign agent” restrictions that OHCHR and FIDH recorded as a [civic-space](/drivers/civic-space) statute. Those are dated assents, not a mood.

Fourth, succession signalling inside the army. On 21 March 2024 the president appointed his son, General Muhoozi Kainerugaba, Chief of Defence Forces. Reuters recorded the defence ministry statement the next day. Muhoozi is an unresolved person candidate. This driver does not mint a page for him.

Fifth, command. Under Article 98 he is commander-in-chief. Sharing execution with police, the UPDF, or an Electoral Commission chair does not move authorship off an assent or an appointment he signed.

Timing is days for a live-fire dispersal and years for a term-clock reset. A later genuine contest or a repeal with a date would be a new fact. It would not hang this driver on Glavlit [media-freedom](/drivers/media-freedom) or on Ukraine.

## Evidence base

The best evidence is gazetted Acts plus Electoral Commission returns plus named UN and wire products.

ULII stores the Constitution (Amendment) Act as Act 1 of 2018, published in Uganda Gazette 1 on 5 January 2018, with contemporaneous Parliament/State House communication that the president signed on 27 December 2017 (https://ulii.org/akn/ug/act/2018/1/eng@2018-01-05). The Electoral Commission published 2021 presidential finals (https://www.ec.or.ug/news/publishing-final-results-presidential-elections-2021): 6,042,898 votes, 58.38 percent. On 17 January 2026 the same Commission declared 7,946,772 votes, 71.65 percent, after the 15 January poll. ULII stores the Anti-Homosexuality Act, gazetted 30 May 2023, assent 26 May 2023 (https://ulii.org/en/akn/ug/act/2023/6/eng@2023-12-31). OHCHR’s 12 January 2021 briefing note records the November 2020 killings (https://www.ohchr.org/en/press-briefing-notes/2021/01/press-briefing-notes-uganda). OHCHR’s 30 July 2026 statement records the May 2026 Protection of Sovereignty enactment and post-election civic closures (https://www.ohchr.org/en/press-releases/2026/07/uganda-crackdown-fundamental-freedoms). Reuters recorded the 22 March 2024 CDF appointment (https://www.reuters.com/world/africa/ugandas-president-appoints-son-military-chief-2024-03-22/).

Evidence is strongest for a signed Act, an EC declaration, and a named OHCHR product. It is weaker for any unique first-day death coefficient. It is weakest where a 1986 “fundamental change” speech is asked to rebate 2026.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability and civic-participation series.

- [Having a say in government](/indicators/government-welfare-083-having-a-say-in-government): direction lower voice when age limits fall, opposition rallies are met with live fire, and foreign-funded civic work is criminalised. Horizon: months to a reporting year. Confidence: high for the dated assents and EC returns; medium where a global series mixes Uganda with other states.
- [Voter turnout](/indicators/government-welfare-081-voter-turnout): direction ambiguous-to-lower meaningful turnout when internet shutdowns and observer limits sit on the same ballot. Horizon: same election cycle. Confidence: medium.

An electricity-access or PISA path does not follow from this driver without a sourced channel. Missing coefficients stay missing. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening the squeeze reduces a higher-is-better say-in-government reading. That is the opposite of treating a 1986 bush-war oath as a permanent plus-hero rebate.

## Interactions and contested points

The mechanism interacts with electoral integrity, succession, minority-rights criminalisation, and digital shutdowns when those instruments share a date with this presidency. Reinforcement is obvious when a 71.65 percent return, a CDF son, and a sovereignty statute sit in the same two years. Offsetting is the claim, common in commissioned-positive coverage, that relative post-1986 security or early HIV-treatment policy rebates the age-limit Act, the November 2020 killings, or the 2023 Act. Those are different mechanisms. They can be stored. They do not cancel 27 December 2017 or 17 January 2026.

The strongest competing view is that 2021 and 2026 were competitive enough because an opposition name appeared on the ballot. What the Commission established is a certified percentage. What OHCHR, Human Rights Watch, and the US Secretary of State’s 16 April 2021 visa-restriction statement recorded is that the process around those ballots included killings, arrests, and observer limits. Blinken’s words were “neither free nor fair.” That is a neighbouring official US product, not a unique Ugandan death census.

A second competing view is that this is Soviet [state-repression](/drivers/state-repression) or Glavlit media-freedom. It is not. Those rows are polluted and out of century. A third competing view is Ukraine. Uganda is not a party to that war on this driver.

Established: 1986 oath as tenure start; 2017 age-limit assent; OHCHR’s November 2020 “at least 54”; EC 2021 and 2026 percentages; 2023 Act assent; 2024 CDF appointment; 2026 sovereignty assent. A later repeal or a verified competitive rotation would be a new fact. It would not rename this driver as liberation.
