# Saied 2021 power concentration

## What this driver is

Saied 2021 power concentration is one continuing domestic mechanism in Tunisia: a president who on 25 July 2021 invoked Article 80 of the 2014 constitution to sack the prime minister and freeze parliament, then wrote a 2022 constitution that ISIE recorded as 94.6 percent yes on 30.5 percent turnout, then a 6 October 2024 presidential return of 90.69 percent on 28.8 percent turnout. It is a mechanism, not an Arab Spring brochure and not a Soviet-scope repression row.

The driver is not the 2011 uprising as a second name on this page. It is not Ukraine and not eastern Congo. Neighbouring mechanisms — electoral integrity, [civic space](/drivers/civic-space) — can move with this file or against it. They do not replace it. A 2019 outsider-ballot speech is not this node. This node is 25 July 2021, the 2022 constitution, and the 2024 90.69 percent return.

It applies to Tunisia from the 25 July 2021 exceptional-measures speech through the 2024 certification. It is not [proxy-war-intensity](/drivers/proxy-war-intensity) (1919–50) and not [territorial-revisionism](/drivers/territorial-revisionism).

The legal core is the 25 July 2021 televised decisions (freeze of the Assembly, lifting of immunity, assumption of executive power), Presidential Decree 2021-69 of 26 July dismissing the government, ISIE Decision 2022-22 of 16 August 2022 on the referendum, and ISIE’s 7 October 2024 preliminary presidential return. A speech that calls 25 July a correction does not change the mechanism.

## Mechanism

The file moves welfare through named channels.

First, exceptional measures used to freeze a sitting parliament. Article 80 of the 2014 constitution allowed exceptional measures in imminent danger after consulting the prime minister and the speaker, and said parliament remains in continuous session and cannot be dissolved. [Saied](/people/kais-saied) froze the Assembly and sacked Hichem Mechichi. Speaker [Rached Ghannouchi](/people/rached-ghannouchi) called it a coup and denied consultation.

Second, a constitution written for the presidency. The 25 July 2022 referendum, as ISIE recorded, approved a text concentrating executive and judicial power in the president. 2,607,884 yes (94.6 percent). Turnout 2,830,094 of 9,278,541 registered (30.5 percent). No minimum turnout was required.

Third, a closed certification. On 7 October 2024 ISIE recorded 2,438,954 votes (90.69 percent) after the 6 October poll, turnout 28.8 percent. Ayachi Zammel, who sat in prison for much of the campaign, was recorded at 7.35 percent. He is unresolved.

Fourth, command. He is head of state. Sharing execution with ISIE and the army units that closed the parliament building is not a reason to drop 25 July 2021. It is a reason not to write that he personally locked the doors as a unique integer.

Timing is hours for a freeze and years for a constitution. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a 2011 slogan.

## Evidence base

The best evidence is the 25 July speech as recorded by wires, ISIE decisions, and contemporaneous reporting.

Reuters, 25–26 July 2021, on the freeze and sack (https://www.reuters.com/world/middle-east/tunisian-president-relieves-prime-minister-his-post-2021-07-25/). ISIE Decision 2022-22 of 16 August 2022 (https://legislation-securite.tn/wp-content/uploads/sites/5/2023/11/Decision-de-lInstance-Superieure-Independante-pour-les-elections-n%C2%B0-2022-22-du-16-aout-2022.pdf). Reuters, 26 July 2022, on 95 percent / 30.5 percent turnout. AP, 7 October 2024, on 90.7 percent / 28.8 percent turnout.

This page does not invent a unique arrest census or a unique boycott integer as Contribution.size.

Evidence is strongest for the televised 25 July decisions, ISIE percentages, and turnout figures. It is weaker for any unique later prisoner coefficient. It is weakest where a 2011 revolution slogan is asked to rebate 25 July 2021.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

- [Having a say in government](/indicators/government-welfare-083-having-a-say-in-government): direction lower voice when parliament is frozen, a hyper-presidential constitution is certified on 30.5 percent turnout, and a 90.69 percent return is recorded against a jailed runner-up. Horizon: a reporting year. Confidence: high for the dated ISIE products.

An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening 2021 power concentration reduces a higher-is-better say-in-government reading. That is the opposite of treating 25 July as a democratic correction.

## Interactions and contested points

The mechanism interacts with electoral integrity and civic space when those instruments share a date with this presidency. Reinforcement is obvious when a frozen parliament and a 90.69 percent 2024 return sit in the same file. Offsetting is the claim that 2011 paralysis rebates the freeze. 2011 can be stored as neighbourhood. It does not cancel 25 July 2021.

The strongest competing view is that Article 80 was lawfully applied because a Constitutional Court did not exist to stop it. Ghannouchi denied consultation. Article 80 said parliament remains in session. This page stores that disagreement. It does not invent a court that was never seated.

A second competing view is that this is Soviet [state-repression](/drivers/state-repression) or Ukraine. It is not. Those are different centuries or a different war.

Established: 25 July 2021 freeze and sack; 2022 94.6 percent / 30.5 percent; 2024 90.69 percent / 28.8 percent. Not established: a unique arrest census, or minted Ghannouchi/Mechichi/Zammel pages. A later genuine contest would be a new fact. It would not rename this driver as a 2011 restoration.
