# Sanctions-Enforcement Effectiveness

## What this driver is

Sanctions-enforcement effectiveness is the continuing degree to which a listing, embargo, or messaging ban actually binds — whether a designated person, bank, tanker, or cargo is stopped, diverted, or merely relabelled.

The driver is not [sanctions-russia-2022](/drivers/sanctions-russia-2022). That event bundle is the 2022+ Russia chassis. This meter asks whether those instruments held: shadow-fleet oil, third-country banking, crypto rails, and over-compliance that blocks permitted humanitarian payments. Neighbouring files — sanctions-pressure, [global-oil-market-balance](/drivers/global-oil-market-balance), [crypto-winter](/drivers/crypto-winter) — can move with this file. They do not replace it. It is not hung on [territorial-revisionism](/drivers/territorial-revisionism) (1918–45). It is not ukraine-war.

The attached time series uses the same Trade (% of GDP) (NE.TRD.GNFS.ZS) inverted proxy as the pressure node. A trade-share series is not an OFAC penalty, not an AIS dark-fleet count, and not an EU customs seizure log. Readers should treat it as lineage, not as enforcement. The live stored inverted values run from 0.48132385 (2020) to 0.31507921 (2025). Those figures are draws from that series.

## Mechanism

Enforcement moves through named channels.

First, licensing and penalties. OFAC civil penalties, Union national competent authorities, and UK OFSI are the usual instruments. A listing without a penalty or a blocked payment is pressure without bind.

Second, maritime. The G7 oil-price-cap exemption (5 December 2022) only binds if insurers, shipowners, and flags actually refuse above-cap cargoes. A shadow fleet that turns off AIS, spoofs, or ship-to-ships in the dark is a dated circumvention method. Later Union packages added tanker listings; each is an amendment, not a unique tanker census stored as size.

Third, finance. Correspondent-bank de-risking can over-enforce (humanitarian blockage) or under-enforce (a third-country bank takes the dollar). Both are this meter. SWIFT Article 5h named banks; unnamed banks and crypto rails are the leak.

Fourth, courts. A completed Chapter 11 or a criminal judgment against a sanctions-evasion network is a bind. crypto-winter FTX is a neighbouring custody file, not a twin of this meter.

Fifth, humanitarian over-compliance. Banks that freeze a whole country’s permitted food payments reduce enforcement quality in the legal sense (the license was the instrument) while raising human cost. That dual is criticism-first. OCHA and OFAC general licenses are the usual texts.

Timing is days for a blocked payment and years for a tanker-listing campaign. A later genuine AIS-based official series would change this meter.

## Evidence base

The live proxy is the World Bank Trade (% of GDP) series (https://api.worldbank.org/v2/country/all/indicator/NE.TRD.GNFS.ZS?date=2020:2025&format=json&per_page=20000). The inverted 2020–2025 points above are that series. They are not seizures.

Better evidence is OFAC enforcement releases, EUR-Lex tanker and circumvention amendments, and the Price Cap Coalition’s own implementation FAQs. Reuters on 5 December 2022 recorded that the $60 crude cap sat close to the then market print and that Moscow said it would not sell under it.

Evidence is strongest for a named penalty or a named tanker listing. It is weaker for the claim that trade share is enforcement. It is weakest where a unique “barrels still sailing” integer is invented as size.

## Effect on welfare indicators

This meter, when it actually binds, changes whether pressure reaches the target or leaks onto a clinic, a household, or a third-country buyer.

- [Global consumer price inflation](/indicators/econ-global-consumer-price-inflation): direction mixed. Tight enforcement of an oil cap can keep barrels on the water at a lower print (the coalition’s stated aim) or, if it removes barrels, raise prices. Horizon: months. Confidence: low as a unique global CPI coefficient.
- [Global deaths from organized violence](/indicators/sec-global-armed-conflict-deaths): not a first-order channel. ukraine-war carries deaths. A family-template death edge on this node is lineage, not a sourced enforcement-to-fatality coefficient.

Missing coefficients stay missing. The welfare sign of over-compliance on humanitarian payments is negative for the blocked civilian.

## Interactions and contested points

The meter interacts with sanctions-pressure because leakage offsets pressure. It interacts with sanctions-russia-2022 as the event chassis being enforced. Reinforcement is a listing plus a penalty in the same week. Offsetting is a shadow tanker and a third-country bank.

The strongest competing view is that the Trade (% of GDP) proxy is too remote to carry enforcement at all. That objection is serious. The competing defence is only this: the node already exists, it shares a disclosed proxy with the pressure meter, and an honest description is better than a template that pretends trade share *is* enforcement.

A second competing view is that the price cap “failed” because Russian crude still sailed. Leakage is real and is this file.

Established: the node is an enforcement meter; NE.TRD.GNFS.ZS is a disclosed weak proxy; Russia 2022 instruments dual-home from the event bundle and from the live oil-embargo Fact. Not established: a unique tanker or penalty census as size, or that the proxy equals bind. A later AIS- or OFAC-penalty series would change the meter. Until then it is a mechanism with a weak proxy, not a score.
