# Sanctions Pressure

## What this driver is

Sanctions pressure is the continuing intensity of restrictive measures — listings, sectoral bans, messaging cuts, embargoes, and secondary-risk — as a meter, not a single episode. It is a mechanism that can strengthen or weaken across reporting periods. It is not a person, not a unique listing census, and not a welfare score.

The driver is not [sanctions-russia-2022](/drivers/sanctions-russia-2022). That live event bundle is the 2022+ Russia chassis (E.O. 14065, Regulation 2022/328 and following, Directive 4, the sixth-package oil embargo already stored as [Union agrees a seaborne Russian oil embargo in the sixth sanctions package](/facts/eu-oil-embargo-sixth-sanctions-2022)). Facts about those instruments dual-home here as pressure observations. The driver is not [sanctions-enforcement-effectiveness](/drivers/sanctions-enforcement-effectiveness), which asks whether a listing binds. They do not replace it.

It is not hung on [territorial-revisionism](/drivers/territorial-revisionism) (1918–45). DPRK UNSC products, Iran JCPOA-era listings, and Venezuela PDVSA designations already sit on this node as prior facts. They stay.

The attached time series uses Trade (% of GDP) (NE.TRD.GNFS.ZS) as a disclosed, inverted proxy. A higher raw trade share is treated as less pressure. That series is not operational listings, not OFAC SDN rows, and not an OCHA exemption log. Readers should treat it as lineage, not as a count of designations.

## Mechanism

Pressure moves through named channels.

First, designation and sectoral bans. OFAC, the Union’s 833/2014 and 269/2014 chassis, UK SAMLA, and UN Security Council products (where not vetoed) are the instruments. A speech is not a listing.

Second, financial plumbing. Correspondent-account cuts, specialised messaging prohibitions (SWIFT Article 5h from 12 March 2022 for named Russian banks), and central-bank transaction bans (Directive 4 / Regulation 2022/334) raise the cost of settlement. Circumvention through third-country banks and a shadow fleet is the offsetting channel, measured on sanctions-enforcement-effectiveness.

Third, energy and trade. Household energy-cost side effects sit on [inflationary-pressure](/drivers/inflationary-pressure) and inflation-2021-23.

Fourth, humanitarian exemptions and over-compliance. Banks that de-risk a whole country can block permitted food and medicine payments. That is a criticism-first incidence of the same meter: pressure that misses the designated target and hits a clinic.

Fifth, coalition weather. G7 alignment raises expected coverage; a later US or Union waiver lowers it. [Joe Biden](/people/env-person-joe-biden), [Ursula von der Leyen](/people/energy-ursula-von-der-leyen), and [Kaja Kallas](/people/kaja-kallas) appear on dated 2022 facts already on this node.

Timing is days for a designation and years for a sanctions architecture. A later genuine UN Chapter VII product, or a dated repeal, would be a new fact. It would not split this meter into a second Russia event.

## Evidence base

The live proxy is the World Bank Trade (% of GDP) series (https://api.worldbank.org/v2/country/all/indicator/NE.TRD.GNFS.ZS?date=2020:2025&format=json&per_page=20000). Across the stored record the inverted normalized values run from 0.48132385 (2020) to 0.31507921 (2025). Those figures are draws from that series. They are not a count of listings.

Better operational evidence is OFAC recent actions, EUR-Lex 833/2014 amendments, and UNSC resolutions where they exist. sanctions-russia-2022 collects the 2022+ Russia instruments. This meter records their pressure, including the live sixth-package Fact.

Evidence is strongest for a named listing on a named day. It is weaker for the claim that NE.TRD.GNFS.ZS is sanctions. It is weakest where a unique later GDP or oil-revenue integer is asked to prove that pressure “worked.” Those integers are not stored here as size.

## Effect on welfare indicators

This meter, when it actually moves through energy and finance, is a first-order channel into household prices in the sanctioning coalition and a contested channel into the target’s war finance. It is not a first-order UCDP death series. ukraine-war carries deaths.

- [Global consumer price inflation](/indicators/econ-global-consumer-price-inflation): direction higher when an energy embargo and a messaging cut hit the same CPI basket (2022). Horizon: months to a couple of years. Confidence: medium. The indicator is lower-is-better, so that channel is a negative welfare direction for coalition households.
- [Global deaths from organized violence](/indicators/sec-global-armed-conflict-deaths): not a first-order channel from a listing. A family-template death edge is lineage on this node, not a sourced coefficient from Regulation 2022/328. Deaths stay on ukraine-war unless a named finance-to-firepower study is attached. Missing coefficients stay missing.

The welfare sign of stronger Russia-2022 pressure on coalition households is negative on energy prices. The same instruments attempt to tax the aggressor’s export earnings.

## Interactions and contested points

The meter interacts with sanctions-russia-2022 as the event bundle and with sanctions-enforcement-effectiveness as the bind-or-leak neighbour. Reinforcement is obvious when a sixth-package Fact and a TTF spike sit in the same year.

The strongest competing view is that the Trade (% of GDP) proxy is too remote to carry this driver. That objection is serious.

It does not. ukraine-war remains one row.

Established: the node is a meter; NE.TRD.GNFS.ZS is a disclosed inverted proxy; the sixth-package oil Fact already strengthens this driver; sanctions-russia-2022 is the event bundle, not a twin. Not established: a unique listing census as size, a unique later GDP coefficient, or that the proxy equals operational pressure. A later OFAC- or EUR-Lex-based series would change the meter. Until then it is a mechanism with a weak proxy, not a score.

## What is documented

Sanctions pressure is the accumulated constraint created by asset freezes, trade restrictions, financial prohibitions, travel bans and sectoral measures intended to change the behavior of governments, officials, firms or armed groups. The policy logic is coercive: raise the cost of prohibited conduct without resorting to direct military force. The welfare record is more complicated. Targeted measures can freeze an official’s assets or restrict a company’s access to finance, but broad compliance behavior can also interrupt trade, banking, medicine procurement and humanitarian operations far beyond the named target.

Evidence on civilian spillovers is substantial enough that it cannot be treated as a footnote. A Journal of Development Economics study of US sanctions found a 3.8 percentage-point larger poverty gap in sanctioned countries relative to matched controls and reported stronger effects for more severe and multilateral regimes. UNICEF’s review of heavily sanctioned settings concluded that collateral effects on children and vulnerable groups persist even under more targeted designs, recommending clearer humanitarian exemptions, protected banking channels and monitoring of humanitarian consequences. A 2026 World Development study likewise associated multiple sanction types with higher food insecurity.

## Who moves this driver

Decision-makers in sanctioning governments and multilateral bodies choose scope, exemptions, licensing and enforcement intensity. Treasury and foreign ministries implement those choices; banks, insurers and shipping firms often apply additional risk controls; targeted governments decide how scarce foreign exchange and imports are allocated. The last step matters for accountability because sanctions do not erase domestic responsibility. A government can protect vulnerable households or privilege security elites, and those choices alter who pays.

The criticism-first standard is therefore dual. Sanctioning authorities should be judged on foreseeable civilian harm and whether exemptions work in practice. Targeted authorities should be judged on diversion, corruption, repression and allocation choices that compound scarcity. A sanction can constrain an abusive official while simultaneously imposing adverse costs on people with no control over that official.

## Welfare pathways

The strongest allowed connection is [Poverty headcount at $3.00 a day](/indicators/econ-welfare-004-poverty-headcount-ratio-at-3-00-a-day-2021-ppp-of-population), because empirical research directly links sanctions exposure to worse poverty outcomes. The second is [Life expectancy at birth](/indicators/health-welfare-021-life-expectancy-at-birth). Health reviews identify indirect pathways through income loss, food access, medicines and public services. Both are adverse civilian channels. They do not imply that every targeted asset freeze has the same effect as an economy-wide embargo.

## What is uncertain

Sanctions differ radically in design. A travel ban on a named official, a freeze on one company, restrictions on central-bank access and a broad trade embargo should not receive identical welfare weights. Humanitarian licensing can mitigate harm, while private-sector over-compliance can make formal exemptions ineffective. Cross-country studies identify average relationships but cannot resolve the effect of every listing. The responsible interpretation is conditional: civilian poverty and health risks rise when restrictions materially disrupt household income, essential imports or public-service financing, and the strength should fall when measures are narrow and well-insulated by working exemptions.
