# Sassou oil autocracy

## What this driver is

Sassou oil autocracy is one continuing domestic mechanism in the Republic of the Congo: the president who on 25 October 2015 put a new constitution to a referendum that scrapped the two-term cap and the age-70 ceiling, then used that reset to take further PCT oil-state mandates, including the 15 March 2026 poll that Interior television put at 94.82 percent and the Constitutional Court later put at 94.90 percent. It is a mechanism, not a stability brochure and not a Soviet-scope repression row.

The driver is not a unique oil-barrel census invented here, not Ukraine, not Nagorno-Karabakh, and not eastern Congo. Neighbouring mechanisms — electoral integrity, [civic space](/drivers/civic-space), [capacity for peaceful transfer of power](/drivers/capacity-for-peaceful-transfer-of-power) — can move with this file or against it. They do not replace it. This page does not mint heir Person husks and does not mint ukraine-war. A unique SNPC export integer is not this node. This node is 25 October 2015, 6 November 2015 promulgation, and 15 March 2026.

It applies to the Republic of the Congo from the 1997 return through the 2015 constitution and the 2026 fifth-term poll. It is not [proxy-war-intensity](/drivers/proxy-war-intensity) (1919–50) and not [territorial-revisionism](/drivers/territorial-revisionism). It is not the Democratic Republic of the Congo.

The legal core is the 25 October 2015 referendum; Interior Minister Raymond Mboulou’s 27 October announcement of 92.96 percent yes with 72.44 percent turnout; the Constitutional Court’s later adjustment to 94.32 percent yes with 71.16 percent turnout; the 6 November 2015 promulgation; and the 15 March 2026 presidential poll. Reuters and BBC recorded the opposition boycott and the claim that turnout was far lower. A speech that calls the text the will of the people does not change the mechanism.

## Mechanism

The file moves welfare through named channels.

First, term-limit and age-cap abolition. On 25 October 2015 a referendum was held. Opposition called a boycott. Mboulou on 27 October announced 92.96 percent yes and 72.44 percent turnout. The Court later printed 94.32 percent and 71.16 percent. Pascal Tsaty Mabiala told Reuters the 72 percent figure was a fantasy. Clément Mierassa told AFP the turnout claim was scandalous. Those instruments disagree. This page does not invent a unique turnout integer. The new text removed the two-term cap and the age-70 ceiling and shortened the mandate from seven years to five, opening three further terms.

Second, oil-state command. He is president and PCT leader. He announced the referendum path on 27 March 2015. He promulgated on 6 November 2015. Sharing IMF programme notes is not a reason to drop 25 October 2015. SNPC marketing and family shopping files named by Global Witness stay as neighbourhood. They are not a unique embezzlement integer invented here.

Third, succession engineering. Reuters recorded in March 2026 that the latest mandate is meant to be his last, sharpening focus on succession inside the ruling party. Denis-Christel Sassou Nguesso is named in that neighbourhood. He is unresolved. This run does not mint an heir Person row.

Fourth, electoral repetition under the 2015 text. He won in 2016, 2021, and 2026. The 15 March 2026 poll is the dated later instrument stored on this chain. State television put him at 94.82 percent with 84.65 percent turnout. The Court on 28 March put him at 94.90 percent. Reuters recorded thin queues and an internet outage. Two better-known opposition figures were in prison or exile. Several parties boycotted. Those instruments disagree on turnout. This page does not invent a unique queue integer.

Timing is days for a promulgation and years for an oil-state septennat reset as a five-year clock. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a unique IDP stock invented here.

## Evidence base

The best evidence is the 25 October 2015 referendum as reported, Reuters and BBC on the 27 October announcement, the Court’s later adjustment, the 6 November promulgation, Reuters on the 15 March 2026 poll, and AP on the 28 March Court confirmation.

This page does not invent a unique oil-rent integer or copy a contested turnout as Contribution.size.

Evidence is strongest for the dated referendum, the 6 November promulgation, and the 15 March 2026 poll. It is weaker for any unique first-day protest casualty. BBC recorded four deaths in the week of October 2015 protests as neighbourhood; that figure is not stored as a size. It is weakest where a stability-and-oil slogan is asked to rebate 25 October 2015.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

- [Having a say in government](/indicators/government-welfare-083-having-a-say-in-government): direction lower voice when a term-limit and age-cap referendum resets the presidential clock in an oil state. Horizon: a reporting year. Confidence: high for the dated referendum and the 2026 Court confirmation.

An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening oil autocracy reduces a higher-is-better say-in-government reading. That is the opposite of treating 25 October 2015 as popular consultation.

## Interactions and contested points

The mechanism interacts with electoral integrity because the 2002 two-term cap and age-70 ceiling were the scheduled rotation. Reinforcement is obvious when October 2015 and March 2026 sit in the same file. Offsetting is the claim that oil-price crisis required unlimited tenure. Debt and IMF files are neighbourhood. They do not mint ukraine-war.

The strongest competing view is that Interior figures and the Court printed landslides, so the people chose continuity. Reuters and BBC store those figures and the opposition contestation of turnout.

A second competing view is that this is ukraine-war because of later Kremlin photographs. It is not. Evening waves never mint ukraine-war. Sharing a photograph is not a reason to drop 25 October 2015. It is a reason not to hang this file on a war that is not this country’s.

A third competing view is that 2026 is a last term, so succession is already democratic. Reuters recorded that claim. Denis-Christel remains unresolved. A last-term speech is not a rebate of 2015.

Established: 25 October 2015 referendum; 6 November 2015 promulgation; 15 March 2026 poll; 28 March 2026 Court confirmation. Not established: a unique turnout integer reconciling 72.44 percent with the opposition’s far-lower figure, a unique SNPC embezzlement coefficient, or minted heir Person rows. A later genuine contest would be a new fact. It would not rename this driver as democratic consolidation.
