# Traoré junta and AES

## What this driver is

[Traoré](/people/ibrahim-traore) junta AES is one continuing domestic-and-regional mechanism in Burkina Faso: an army captain who on 30 September 2022 ousted junta president Paul-Henri Damiba, dissolved government and constitution, then signed the Liptako-Gourma Charter on 16 September 2023 and the 28 January 2024 ECOWAS-withdrawal communiqué. It is a mechanism, not a pan-African brochure and not a Soviet-scope repression row.

The driver is not Damiba’s January 2022 coup as a second name on this page. It is not Ukraine and not eastern Congo. Neighbouring mechanisms — electoral integrity, [civic space](/drivers/civic-space) — can move with this file or against it. They do not replace it. A unique jihadist death integer is not this node. This node is 30 September 2022, the AES charter, and the ECOWAS exit.

It applies to Burkina Faso from the 30 September 2022 coup through AES and the ECOWAS break. It is not [proxy-war-intensity](/drivers/proxy-war-intensity) (1919–50) and not [territorial-revisionism](/drivers/territorial-revisionism). It is not [goita-junta-and-aes-break](/drivers/goita-junta-and-aes-break), which is Mali’s owned driver.

The legal core is the 30 September 2022 televised statement, the 21 October 2022 oath, S/2023/695 (Liptako-Gourma Charter), and S/2024/120 (28 January 2024 communiqué). A speech that calls the coup a security correction does not change the mechanism.

## Mechanism

The file moves welfare through named channels.

First, a second coup in eight months. On 30 September 2022 Traoré announced Damiba’s removal, suspended the constitution, closed borders, and imposed a curfew. Damiba is unresolved. A promised July 2024 election clock is neighbouring; this page does not invent that it occurred.

Second, AES. On 16 September 2023 he signed the Liptako-Gourma Charter with [Assimi Goïta](/people/assimi-goita) and [Abdourahamane Tiani](/people/abdourahamane-tiani). Goïta is a live counterpart on his own driver. Tiani is unresolved on this page.

Third, ECOWAS rupture. On 28 January 2024 the three juntas announced immediate withdrawal. ECOWAS said its protocol takes a year.

Fourth, command. He is interim president. Sharing signatures is not a reason to drop 16 September 2023. It is a reason not to mint Tiani.

Fifth, a slipped election clock. The 21 October 2022 investiture charter promised elections in July 2024. This page does not store a completed 2024 poll that did not occur. A later genuine contest with a date would be a new fact. It would not rebate 30 September 2022. Do not invent a unique later turnout integer from a poll that is not stored here.

Timing is hours for a coup and years for a transition that does not end. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a unique IDP stock invented here.

## Evidence base

The best evidence is the televised 30 September statement, the UN-circulated charter, and the UN-circulated communiqué.

Reuters, 30 September 2022 (https://www.reuters.com/world/africa/burkina-faso-army-captain-announces-overthrow-military-government-2022-09-30/). Reuters, 1 October 2022, on the TV announcement. S/2023/695. Reuters, 16 September 2023. S/2024/120. Reuters, 28 January 2024.

This page does not invent a unique JNIM death integer as Contribution.size.

Evidence is strongest for the televised ouster, the signed charter, and the communiqué. It is weaker for any unique first-night casualty. It is weakest where a pan-African slogan is asked to rebate Damiba’s detention.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

- [Having a say in government](/indicators/government-welfare-083-having-a-say-in-government): direction lower voice when a second coup in a year suspends the constitution. Horizon: a reporting year. Confidence: high for the dated TV statement.

An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening junta AES rule reduces a higher-is-better say-in-government reading. That is the opposite of treating 30 September as a democratic dawn.

## Interactions and contested points

The mechanism interacts with electoral integrity when a promised 2024 poll slips. Reinforcement is obvious when a 2022 coup and a 2024 ECOWAS exit sit in the same file. Offsetting is the claim that Damiba’s security failure rebates the second coup. Damiba can be stored as neighbourhood. He is not minted.

The strongest competing view is that AES is strictly anti-jihadist self-defence. The charter is a collective-defence instrument among three juntas. This page stores that text. It does not invent a unique later KIA coefficient.

A second competing view is that this is Goïta’s Mali driver as a twin. It is not.

Established: 30 September 2022 ouster; 16 September 2023 AES signature; 28 January 2024 ECOWAS communiqué. Not established: a unique militant census, or a minted Damiba/Tiani page. A later genuine contest would be a new fact. It would not rename this driver as a security success.
