# UK Post Office Horizon scandal and compensation

### Wrongful prosecutions, defective accounting and delayed restitution

The British Post Office Horizon scandal inflicted financial ruin, stigma and criminal convictions on sub-postmasters who were blamed for shortfalls recorded by a disputed computer system. Rather than investigate systemic software faults adequately, the organisation pursued people who reported discrepancies. Some defendants pleaded guilty under pressure, and businesses were lost. This created a sharp distinction between an apparent discrepancy in digital records and proof that an individual had taken money. The fundamental failure concerned evidential reliability, organisational power and how long courts took to correct the outcomes.

The Horizon accounting system was introduced across Post Office branches around 1999–2000. From 1999 onward hundreds of branch operators encountered unexplained financial discrepancies. The Post Office relied on Horizon figures in prosecutions and civil recovery efforts. Branch operators who disputed the numbers often faced a well-resourced national institution controlling the relevant technical evidence. The resulting asymmetry was compounded by limited disclosure of known system defects and weak channels for escalating complaints. The episode illustrates the public risk of [dependence on critical software](/drivers/critical-infrastructure-software-dependence) where computer-produced records are presumed accurate without independent verification.

In 2019 the High Court issued judgments in group litigation brought by affected sub-postmasters, finding substantial problems with Horizon's reliability and the Post Office's approach. In April 2021 the Court of Appeal quashed convictions of dozens of former branch operators. The 2021 reversals did not immediately compensate everyone, nor did they erase the damage from decades of litigation and social isolation. A statutory public inquiry was established and held hearings to examine the software, prosecutions, management decisions and state oversight. The evidence included testimony about legal pressure, financial losses and the inability of affected operators to challenge technical claims.

A public television drama in January 2024 amplified national outrage. The government then pursued legislation to overturn a class of convictions more rapidly. The Post Office (Horizon System) Offences Act became law in 2024, while a separate compensation statute provided for redress arrangements. Extraordinary reversal by legislation raised its own rule-of-law questions, because legislatures normally avoid deciding criminal guilt. In this case Parliament acted in response to the systemic failure of ordinary correction mechanisms, with eligibility defined in statute rather than through unlimited executive discretion.

Successive compensation routes introduced further complexity. The Department for Business and Trade publishes financial redress data distinguishing schemes and payments; applicants and relatives have complained of delay and the emotional cost of repeated proof requests. [Government transparency](/drivers/government-transparency) is therefore inseparable from practical restitution. Disclosure of the number of quashed convictions is not the same as full compensation for damaged businesses, lost earnings and bereavement. The history also tests the [quality of public administration](/drivers/quality-of-public-administration): the Post Office's public-service role did not justify treating internal system output as unassailable evidence, and effective reform requires independent technical audit plus enforceable duties to disclose exculpatory material.
