# Zardari patronage presidency (Pakistan)

## What this driver is

[Asif Ali Zardari](/people/asif-ali-zardari) patronage presidency is one continuing hybrid-regime mechanism in Pakistan: PPP co-chairman and [Benazir Bhutto](/people/benazir-bhutto)’s widower, president from 2008 to 2013, then again from 10 March 2024 after an electoral-college vote of 411 to 181 on 9 March, who on 21 October 2024 assented to the 26th Amendment that let a parliamentary committee pick the chief justice. It is a mechanism with dates, not a reconciliation brochure and not [Shehbaz Sharif](/people/shehbaz-sharif)’s premiership as a twin.

The driver is not ukraine-war, not [territorial-revisionism](/drivers/territorial-revisionism), not Glavlit, and not GULAG. Neighbouring mechanisms — [civic space](/drivers/civic-space), electoral integrity, justice-[judicial-independence](/drivers/justice-judicial-independence-erosion)-erosion — can move with this file. Shehbaz Sharif is the live coalition prime minister. This run references him.

It applies from the 5 August 2003 Geneva money-laundering sentence (later set aside on appeal; Swiss authorities closed the file in August 2008 after Pakistan withdrew — NRO neighbourhood, later voided by Pakistan’s Supreme Court in 2009), through the 9 March 2024 presidential election and 10 March oath, and the 21 October 2024 26th Amendment assent. A 2018 fake-accounts JIT allegation is neighbouring, not stored as a completed conviction. February 2024 polling-day shutdown was under a caretaker and is not stored here as his Contribution as president.

The legal neighbourhood is Election Commission of Pakistan Form-VII, Cabinet Division gazette of 10 March 2024, Gazette of Pakistan Extra 21 October 2024, ICJ statement of 21 October 2024, IPU record of the 2003 Geneva sentence, and contemporaneous Reuters/Dawn/Al Jazeera records.

## Mechanism

The patronage-presidency file moves welfare through named channels.

First, the Swiss court row. On 5 August 2003 a Geneva judge sentenced him and Benazir Bhutto in absentia for money laundering tied to cargo-inspection kickbacks. The verdict was set aside on appeal. In August 2008 Geneva’s prosecutor closed the file after Pakistan withdrew as civil party and unfroze about $60 million. That close sits in the NRO neighbourhood. Pakistan’s Supreme Court later voided the NRO.

Second, 2024 return. On 9 March 2024 the electoral college ([National Assembly](/organizations/national-assembly), Senate, four provincial assemblies) elected him president with 411 votes against Mehmood Khan Achakzai’s 181. He took oath on 10 March. The presidency is largely ceremonial, but it assents to constitutional amendments and sits as a coalition broker after a February poll PTI called stolen. The stolen-majority claim stays allegation. Coalition with PML-N is neighbouring hybrid weather stored on the live Shehbaz page as the premiership.

Third, 26th Amendment assent. On 21 October 2024, after Senate then National Assembly passed a rewrite of judicial appointment, he gave presidential assent the same day on the prime minister’s advice. ICJ called the amendment a blow to independence. Drafts were secret; opponents alleged intimidation of MPs. The Assembly vote is Shehbaz-dated on the live PM page.

Fourth, family patronage. [Bilawal Bhutto Zardari](/people/bilawal-bhutto-zardari) is unresolved. Benazir is deceased and named in prose. This run does not mint a son’s page.

Timing is two presidencies plus a Swiss court neighbourhood. A later genuine competitive transfer or a repeal of the 26th Amendment would be a different fact.

## Evidence base

The best evidence is ECP/Cabinet gazette, Gazette of Pakistan, ICJ, Reuters, Dawn, and the IPU record of the 2003 Geneva sentence.

Dawn recorded the ECP declaration of 411–181 on 9 March 2024 (https://www.dawn.com/news/1820353). Reuters recorded the same electoral-college return (https://www.reuters.com/world/asia-pacific/pakistans-former-president-zardari-wins-another-term-2024-03-09/). Cabinet Division notified the 10 March oath. Dawn recorded that the Act received the president’s assent on 21 October 2024 and that ICJ called it a blow (https://www.dawn.com/news/1866652). ICJ’s 21 October 2024 statement is independent legal assessment (https://www.icj.org/pakistan-26th-constitutional-amendment-is-a-blow-to-the-independence-of-the-judiciary/). Reuters recorded the 2008 Swiss close and the 2003 conviction that had been thrown out on appeal (https://www.reuters.com/article/world/swiss-close-case-against-zardari-60-mln-unfrozen-idUSLQ171070/).

This page does not invent Contribution.size, a unique stolen-vote integer, or a remaining Swiss theft coefficient. PTI’s claim that the presidential election was unconstitutional stays allegation. The 2018 fake-accounts JIT stays allegation.

Evidence is strongest for the 9 March 2024 electoral-college arithmetic, the 10 March gazette oath, and the 21 October 2024 gazetted assent. It is weaker for any unique later CPI coefficient from a coalition bargain. It is weakest where a 2008 Swiss close is asked to rebate 21 October 2024.

## Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into electoral-integrity and judicial-independence series.

- Electoral integrity moves when a dynastic co-chairman returns as president after a poll PTI and observers called tainted, as the PPP half of a PML-N coalition. Horizon: 2024–. Confidence: high for the completed electoral-college vote; the stolen-majority claim remains allegation.
- Judicial independence moves when the president assents to a rewrite that lets a parliamentary committee pick the chief justice. Horizon: 2024–. Confidence: high for the gazetted assent and ICJ.
- The 2003 Geneva sentence is a contested patronage instrument, later set aside and closed. It does not write a unique 2024 household coefficient.

The welfare sign is negative on the 26th Amendment assent and on hybrid return after a disputed poll. A ceremonial presidency is not a civic opening. A Swiss close after NRO withdrawal is not plus-padding of 21 October 2024.

## Interactions and contested points

The mechanism interacts with the live Shehbaz Sharif page (cabinet advice, Assembly vote) and with unresolved Bilawal Bhutto Zardari. Reinforcement is obvious when the president assents to an amendment the prime minister advised.

The strongest competing view is that 2024 was ordinary ceremonial rotation and that the 26th Amendment is parliamentary supremacy. Rotation happened. Assent happened. ICJ still called it a blow. The 2003 sentence remains contested court-class, not a unique theft.

A second competing view is that this is Soviet [state-repression](/drivers/state-repression). It is not. It is a 2003–26 Pakistani hybrid-regime patronage file.

Established: 5 August 2003 Geneva sentence (later set aside; 2008 close); 9 March 2024 presidential election; 10 March 2024 oath; 21 October 2024 26th Amendment assent. Not established: a unique stolen-vote integer, a remaining Swiss theft coefficient, or that February 2024 shutdown is his presidential Contribution. A later repeal would be a new fact.

## What is documented

Asif Ali Zardari returned to Pakistan’s presidency in March 2024 as a veteran party leader whose political career is inseparable from the [Pakistan Peoples Party](/organizations/pakistan-peoples-party), coalition bargaining and long-running allegations of patronage and corruption. The presidency is formally constrained compared with the prime ministership, but assent to constitutional legislation can still carry major institutional consequences. On 21 October 2024, Pakistan’s state broadcaster reported that Zardari gave assent to the 26th Constitutional Amendment after its passage through parliament.

The amendment changed important judicial arrangements and became the subject of intense criticism over judicial independence and the balance between elected institutions and courts. The accountability question is not whether a president may legally assent to legislation passed by parliament; that is part of the office. It is whether a governing coalition uses constitutional redesign to weaken independent checks, shape judicial appointments or reduce scrutiny of political power. Zardari’s assent belongs in that institutional chain without pretending he alone drafted or passed the amendment.

His earlier political history also makes anti-corruption claims unusually sensitive. Allegations, investigations and litigation from prior decades should not be converted into findings that courts did not make. A criticism-first dossier can describe patronage networks and contested governance while keeping acquittals, dismissals, evidentiary disputes and political context visible.

## Who moves this driver

Asif Ali Zardari moves the driver as president and senior PPP figure. The governing coalition, parliamentary leadership, prime minister, law ministry and judiciary are co-actors in constitutional change. Party machines and coalition partners shape appointments and access to state resources. Accountability therefore belongs to a network of formal votes and informal bargaining, not to a presidential signature in isolation.

The public-interest harm appears when institutional rules make oversight weaker, appointments more politically dependent or corruption harder to expose. Conversely, constitutional reform can be legitimate when it clarifies procedure and retains effective checks. The evidence must distinguish those possibilities rather than assuming that every change to judicial governance is capture.

## Welfare pathways

The first meter is [Judicial constraints on executive](/indicators/justice-vdem-judicial-constraints-on-executive-global). If constitutional changes weaken independent judicial checks, the value falls and the effect is adverse. The second is [Political corruption index](/indicators/government-welfare-086-political-corruption-index). Patronage-based control and weakened oversight can increase corruption risk; for this indicator, a higher corruption value is adverse. Both connections are institutional and therefore require conservative strength because the amendment’s long-run operation matters more than the day of assent.

## What is uncertain

The 26th Amendment’s practical effect depends on appointments, case law, institutional behavior and later political settlements. Critics’ warnings are not equivalent to measured deterioration. Zardari’s formal assent does not establish personal authorship of every clause, and older corruption allegations should not be recycled as proof of current misconduct. The defensible claim is that his presidency participated in a constitutional change with material implications for judicial independence and accountability, while the size of any resulting governance deterioration remains uncertain.
