# UN and US reporting alleges UAE support to Sudan’s RSF; Abu Dhabi denies

Date: 2024

## The fact

In 2024 UN expert reporting and US official statements alleged UAE material support to Sudan’s Rapid Support Forces in the war that began 15 April 2023. Abu Dhabi denied.

## Context

The UN Panel of Experts and US officials reported. The UAE denied arming the RSF and cited humanitarian aid. Allegation is not a finding. Investigation is not a conviction. [Mohamed bin Zayed](/people/mohamed-bin-zayed-al-nahyan) is the union principal. He did not write the UN panel.

Sudan’s 15 April 2023 war start is a neighbouring Hemedti–Burhan file. Libya 2019 is an earlier Africa force file.

The president of the United Arab Emirates is elected by the Federal Supreme Council of the seven emirates and is, in this case, also Ruler of Abu Dhabi and supreme commander of the armed forces. He does not write UNFCCC consensus texts by himself, IAEA operating licences, Israeli Knesset statutes, or UN panel reports.

## Evidence and sources

United Nations carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is [humanitarian access](/drivers/humanitarian-access): alleged support to one party in Sudan’s war is stored as an oversight cluster. It must not be written as a completed finding of authorship of the war.

## What is established and what is not

Established: 2024 UN/US reporting alleging UAE support to the RSF, with a contemporaneous UAE denial, independently reported.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

UN/US reporting alleged support. Abu Dhabi denied. A panel is not a conviction.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies UN and US reporting alleges UAE support to Sudan’s RSF; Abu Dhabi denies, not a later speech about UN and US reporting alleges UAE support to Sudan’s RSF; Abu Dhabi denies.

Co-authors and later implementers named in Context remain on the file. UN and US reporting alleges UAE support to Sudan’s RSF; Abu Dhabi denies on 2024-01-15 is not a licence to treat every later United Nations communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average UN and US reporting alleges UAE support to Sudan’s RSF; Abu Dhabi denies into a personality. The contribution described on this Person row is limited to He is UAE principal. UN/US reporting alleged support. Abu Dhabi denied. A panel is not a conviction. That limit is the alternative to treating office-holding as authorship of every later series.

The United Nations Panel of Experts on the Sudan examined allegations that military support reached the Rapid Support Forces through Amdjarass in Chad and judged allegations concerning support from the United Arab Emirates and Chad to be credible. The Panel described sophisticated weapons and ammunition entering the conflict while Sudan’s war was driving large-scale civilian displacement. The live record already carries humanitarian and political links. The added displacement route is narrower: documented third-party military support can strengthen a belligerent’s ability to continue operations that uproot civilians. The weight is kept below the direct-perpetrator range because the source concerns external supply to a third party rather than an Emirati force conducting the displacement itself.

The January 2024 UN Panel of Experts said allegations that weapons and ammunition were flown through Am Djarass in Chad and handed to the RSF were “credible,” while recording that transfers of arms into Darfur violated the embargo; the UAE denied involvement. In May 2025, Amnesty International identified a 2024-made Chinese GB50A bomb used by the RSF near al-Malha and AH-4 howitzers captured after RSF withdrawals, concluding the weapons were almost certainly re-exported by the UAE. U.S. Treasury had separately stated in January 2025 that UAE-based Capital Tap Holding provided money and weapons to the RSF. The UAE called Amnesty’s report misleading and said it supplies no weapons to any warring party. The ICJ’s May 2025 removal of Sudan v. UAE was for manifest lack of jurisdiction because of the UAE reservation to Article IX of the Genocide Convention; it was not a merits ruling on the arms allegations.
