# Amalgamation creates hundreds of territorial communities

Ukraine's 2015 Law on Voluntary Amalgamation of Territorial Communities created the legal basis for municipalities to merge voluntarily. On 25 October 2015, the first local elections were held in 159 newly amalgamated territorial communities, beginning the formation of elected local governments in those new units.
