The president of Angola is head of state and can dismiss a Sonangol chair, accept a CNE return, and be the beneficiary of a Constitutional Court ruling. He does not sit as a Luanda Provincial Court judge or as a CNE teller, and he does not invent a unique recovered-dollar integer here.

## Evidence and sources

Reuters (recording CNE) carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is electoral integrity: a completed 51.17 percent certification that UNITA’s parallel count contradicted and the Court confirmed.

## What is established and what is not

Established: CNE proclaimed 51.17 percent on 29 August 2022. The Court dismissed UNITA’s complaint on 8 September 2022.

Not established: A unique fraud integer, or that UNITA’s parallel count is the official return.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

CNE tabulated. The Court wrote. Sharing tabulation is not a reason to drop the certification.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies CNE proclaims MPLA 51.17 percent; Court later dismisses UNITA’s complaint, not a later speech about CNE proclaims MPLA 51.17 percent; Court later dismisses UNITA’s complaint.

Co-authors and later implementers named in Context remain on the file. CNE proclaims MPLA 51.17 percent; Court later dismisses UNITA’s complaint on 2022-08-29 is not a licence to treat every later Reuters (recording CNE) communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average CNE proclaims MPLA 51.17 percent; Court later dismisses UNITA’s complaint into a personality. The contribution described on this Person row is limited to He ran and was certified. CNE tabulated. The Court wrote. Sharing tabulation is not a reason to drop the certification. That limit is the alternative to treating office-holding as authorship of every later series.
