# Argentina imposes nationwide COVID-19 quarantine

Date: 2020

Countries and territories around the world enforced lockdowns of varying stringency in response to the [COVID-19 pandemic](/drivers/covid-19-pandemic).

### The March 2020 isolation order and its enforcement

On 19 March 2020, President Alberto Fernández's government issued Emergency Decree 297/2020, imposing compulsory preventive social isolation throughout Argentina from 20 through 31 March. The measure followed the World Health Organization's 11 March pandemic declaration and Argentina's earlier extension of its public-health emergency. Article 1 covered residents and people temporarily present in the country, rather than restricting only those with a positive coronavirus test. At midnight on 20 March, the starting rule required people to remain at their usual residence or wherever they were staying.

Article 2 prohibited routine journeys to workplaces and movement along public roads. It nevertheless permitted minimal trips to buy food, medicines and cleaning supplies. Article 6 established exceptions for essential activity, including healthcare, security, care work, food distribution and other services needed to sustain daily life. Those exceptions mattered immediately: a hospital worker and a shop employee supplying groceries faced different movement rules from someone travelling to an ordinary closed office. The government also ordered provincial and Buenos Aires City authorities to coordinate enforcement with national security agencies.

Article 3 authorized permanent controls on streets, roads and strategic access points. Article 4 referred possible breaches to the criminal-law provisions governing measures against epidemics and disobedience of authorities, alongside vehicle restrictions. The initial 31 March expiry date was expressly extendable as epidemiological conditions changed. The nationwide restrictions intensified the COVID-19 pandemic's effect on employment, schooling and freedom of movement; their enforcement also tested [democratic resilience](/drivers/democratic-resilience) by concentrating emergency authority in the executive. The decree's stated public-health objective was to slow infections and protect healthcare capacity, while its economic consequences arose from sharply limiting ordinary in-person activity.
