# Lodewijk Asscher becomes deputy PM and social affairs minister

Date: 2012

On 5 November 2012 [Lodewijk Asscher](/people/lodewijk-asscher) of the Labour Party became deputy prime minister and minister of social affairs and employment in [Mark Rutte](/people/mark-rutte)'s second cabinet. A former Amsterdam alderman, he served until 2017 and then led the party until stepping down in 2021.

### The social-affairs portfolio and the benefits scandal

Thousands of families were accused of wrongly receiving childcare benefits while Lodewijk Asscher served as social affairs minister, making administrative fairness an enduring criticism of his tenure. On 5 November 2012 he entered the second cabinet of Mark Rutte as deputy prime minister and minister of social affairs and employment. He was a Labour Party politician in a coalition with the liberal VVD, and the portfolio combined labour-market measures with welfare administration and the political responsibility for protecting households from avoidable hardship.

During the years from 2012 to 2017, tax officials wrongly labeled thousands of parents as fraudsters and demanded repayment of substantial childcare allowances. Investigations later documented the severity of the damage, including debts and lost homes or employment. In December 2020, after a parliamentary inquiry criticized the failures of ministers, administrators and safeguards, Asscher acknowledged that he had missed opportunities to question the consequences of the enforcement regime. He apologized and argued that families required rapid compensation. The authority to collect payments sat with the tax administration, but social-affairs leadership carried political responsibility for a benefit system harming its intended recipients.

On 12 January 2021, reporting identified Asscher among former or current officials named in planned legal action by twenty affected families. On 14 January 2021 he relinquished the Labour leadership before the March parliamentary election. On 15 January the Rutte cabinet resigned over the benefits scandal. The sequence made [household purchasing power](/drivers/household-purchasing-power) an immediate issue: large repayment demands and debt collection could destroy family financial security. It also exposed damage to [democratic resilience](/drivers/democratic-resilience), as families struggled for years to challenge state errors despite formal complaint and review mechanisms. Asscher's resignation constituted acceptance of political consequences, not a judicial ruling that he personally conducted every contested enforcement action.
