# The Lachin corridor is blocked

Date: 2022

## The fact

On 12 December 2022 the Lachin corridor was blocked. Armenia’s 28 December 2022 ICJ request recites this date.

## Context

He commanded the state that controlled the corridor’s Azerbaijan-side. The ICJ later ordered unimpeded movement.

Closure 12 December 2022; ICJ 22 February 2023; operation 19 September 2023. Keep dates.

The president of Azerbaijan is head of state and commander-in-chief. He can decree, appoint a vice-president, and order force. He does not sit as a Baku trial judge, does not write ICJ orders, and does not write European Commission memoranda.

## Evidence and sources

International Court of Justice (application) carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is nagorno-karabakh-war: a completed corridor closure on the same 2020–2023+ driver.

## What is established and what is not

Established: Lachin was blocked from 12 December 2022, as recited in Armenia’s ICJ request.

Not established: A unique starvation coefficient from the first week, or that the eco-protest label is settled.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

The ICJ later ordered movement.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The Lachin corridor is blocked, not a later speech about The Lachin corridor is blocked.

Co-authors and later implementers named in Context remain on the file. The Lachin corridor is blocked on 2022-12-12 is not a licence to treat every later International Court of Justice (application) communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average The Lachin corridor is blocked into a personality. The contribution described on this Person row is limited to He commanded the state that controlled the Azerbaijan-side of the corridor. The ICJ later ordered movement. That limit is the alternative to treating office-holding as authorship of every later series.

Restrictions on movement through the Lachin Corridor created a prolonged [humanitarian access](/drivers/humanitarian-access) crisis for the population of Nagorno-Karabakh. On 22 February 2023, the International Court of Justice ordered Azerbaijan to take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the corridor in both directions. The corridor was the principal passage for people and goods, and its obstruction restricted humanitarian access and essential supplies. The ICJ order is evidence about the underlying restriction; it is not a separate harmful act by [Ilham Aliyev](/people/ilham-aliyev).
