# Bartholomew signs tomos granting Ukrainian church autocephaly

Date: 2019

On 5 January 2019 Ecumenical Patriarch Bartholomew I signed in Istanbul the tomos granting autocephaly to the [Orthodox Church of Ukraine](/organizations/orthodox-church-of-ukraine), handing it the next day to its new primate, Metropolitan Epiphanius. The [Russian Orthodox Church](/organizations/russian-orthodox-church) refused to recognise the new church.

### The church independence decree and the jurisdictional dispute

On 5 January 2019 Ecumenical Patriarch Bartholomew signed the tomos granting autocephaly to the newly established Orthodox Church of Ukraine at a ceremony in Istanbul. On 5 January 2019, the document formalized the Ecumenical Patriarchate's recognition of a church structure distinct from the Moscow Patriarchate. The following day, 6 January 2019, the tomos was formally presented during the church celebration. Ukrainian officials treated the act as a landmark for national and religious independence, while the Russian Orthodox Church rejected the process and challenged the legitimacy of Constantinople's intervention. The signing established an ecclesiastical decision, not a government law compelling every Ukrainian parish to transfer allegiance.

The foundation for the January decree had been laid through the unification council in Kyiv in December 2018 and the selection of Metropolitan Epiphanius to lead the new church. In January 2019 President [Petro Poroshenko](/people/petro-poroshenko) attended the ceremonies and publicly welcomed their significance. [Patriarch Bartholomew](/people/patriarch-bartholomew-i) exercised patriarchal authority in issuing the tomos, while state leaders supported the political and symbolic outcome. On 5 January 2019, church representatives emphasized the written and signed character of the recognition; on 6 January, the presentation supplied the visible culmination of the process. The dispute affected identity, religious governance and relations among Orthodox jurisdictions beyond Ukraine. [Political competition](/drivers/political-competition) was relevant because Ukrainian leaders advocated the new church during an election period, although the patriarchal document itself was not an electoral decree. [Civic space](/drivers/civic-space) was implicated through the practical freedom of congregations to make religious-affiliation decisions without intimidation. Subsequent disagreements over church property and parish choice required separate examination and cannot be assigned mechanically to the signing ceremony. The lasting consequence was an internationally consequential change in church jurisdiction alongside an unresolved dispute over recognition.
