# Treasury issues General License 135 for Russian-origin diesel

On 9 October 2026 the Treasury's Office of Foreign Assets Control, part of the department [Scott Bessent](/people/scott-bessent) leads, issued Russia-related General License 135. It authorises sale, delivery, offloading and import into the United States of diesel fuel of Russian origin until 12:01 a.m. EDT on 7 April 2027, but bars debits from US accounts of Russia's central bank, National Wealth Fund or Ministry of Finance.
