# The government uses Canada Labour Code Section 107 to end the Air Canada attendants’ strike

Date: 2025

## The fact

Hours after the 2025 Air Canada flight-attendants strike began, Jobs and Families minister Patty Hajdu used Section 107 of the Canada Labour Code to direct CIRB to force arbitration. CIRB ordered a return on 17 August; the union called it unconstitutional; a tentative deal sat on 19 August.

## Context

Carney’s government had abolished a standalone Labour minister. Neighbouring civil-service cuts are a neighbour labour file. He did not sit as CIRB.

Civil-service cut weather is a neighbour. One Canadian Economy Act is a neighbour statute.

The Prime Minister of Canada heads the federal ministry, advises the Governor General, and sets Cabinet weather. He does not write a Bank of Canada overnight rate by himself once he has left that building, a US IEEPA tariff, a provincial pipeline certificate, or a Brookfield board minute after a blind trust. A housing target is not a unique completed unit count. A climate-envoy speech is not a later pipeline MOU.

## Evidence and sources

Prime Minister’s Office carries the official instrument or communique. CBC News records the same dated act independently.

## Significance

The path is [democratic resilience](/drivers/democratic-resilience) and [household purchasing power](/drivers/household-purchasing-power): a completed federal override of a lawful strike.

## What is established and what is not

Established: August 2025 Section 107 direction and CIRB return-to-work order, independently reported.

Not established: that the Charter claim was thereby adjudicated as a unique loss, or a unique later wage coefficient.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

He owned Cabinet. CIRB issued the order. CUPE and Air Canada signed the later deal.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The government uses Canada Labour Code Section 107 to end the Air Canada attendants’ strike, not a later speech about The government uses Canada Labour Code Section 107 to end the Air Canada attendants’ strike.

Co-authors and later implementers named in Context remain on the file. The government uses Canada Labour Code Section 107 to end the Air Canada attendants’ strike on 2025-08-16 is not a licence to treat every later Prime Minister’s Office communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average The government uses Canada Labour Code Section 107 to end the Air Canada attendants’ strike into a personality. The contribution described on this Person row is limited to Hajdu issued the direction. He owned Cabinet. CIRB issued the order. CUPE and Air Canada signed the later deal. That limit is the alternative to treating office-holding as authorship of every later series.
