# Caruana Galizia reports Maltese officials' Panama companies

In 2016 [Daphne Caruana Galizia](/people/daphne-caruana-galizia) reported on her blog Running Commentary that minister [Konrad Mizzi](/people/konrad-mizzi) and the prime minister's chief of staff [Keith Schembri](/people/keith-schembri) had opened companies in Panama and trusts in New Zealand together, using the same intermediary, Brian Tonna. She said the arrangements coincided with the government's negotiations with Baku, and her reports were later confirmed by the Panama Papers.
