In January 2017 the Coalition for Epidemic Preparedness Innovations was launched at Davos with Gates Foundation, Norway, Japan, and Germany among founders, a completed outbreak-R&D instrument.

## What is established and what is not

Established: January 2017 CEPI launch with Gates Foundation support, independently reported.

Not established: that COVID vaccines were thereby invented by the foundation, or a unique later coverage coefficient from Davos.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.
