## The fact

On 14–15 May 2017 [Xi Jinping](/people/env-person-xi-jinping) hosted the first Belt and Road Forum for International Cooperation in Beijing, issuing a joint communique with attending leaders.

## Context

The National Development and Reform Commission runs the domestic BRI file. Foreign leaders attended. Debt-sustainability disputes on later projects are neighbouring later facts. He did not sit as every borrowing finance minister.

## What is established and what is not

Established: a 14 May 2017 opening of the first Belt and Road Forum hosted by Xi in Beijing.

Not established: a unique later sovereign-debt coefficient from the communique, or that every later BRI project was solvent.
