# The May 16 Circular launches the Cultural Revolution

Date: 1966

## The fact

On 16 May 1966 the CCP Central Committee issued the circular, directed by [Mao Zedong](/people/mao-zedong), that denounced the ‘February Outline’ of the Five-Man Group, accused a ‘black line’ in culture and the Peking Party Committee, and called for a Cultural Revolution against alleged bourgeois representatives inside the party. This is the launch instrument. Later museums, competitions, UNESCO lists, and translations are not this Fact. The CCP, State Council, PLA, and local cadres may share the file; they do not erase a documented decision, and they are not a licence to treat every local killing as his handwriting.

## Context

Mao had lost some operational control after 1962. The Hai Rui dismissal dispute was the cultural pretext. Jiang Qing, Kang Sheng, and Chen Boda staffed the new group. Liu Shaoqi and Deng Xiaoping still sat in the Politburo on 16 May; they would be destroyed later. Sharing staff with Jiang Qing does not make the circular hers alone. Later museums, competitions, UNESCO lists, and translations are not this Fact. The CCP, State Council, PLA, and local cadres may share the file; they do not erase a documented decision, and they are not a licence to treat every local killing as his handwriting.

If a number is not in the two records named above, it is not supplied here.

## Evidence and sources

The 16 May Circular is reprinted as a CCP document. Britannica independently dates the Cultural Revolution’s opening. Wilson Center Cultural Revolution collections independently publish related texts. No street-death total belongs on this launch row. Later museums, competitions, UNESCO lists, and translations are not this Fact. The CCP, State Council, PLA, and local cadres may share the file; they do not erase a documented decision, and they are not a licence to treat every local killing as his handwriting.

## Significance

Worsening polarization path of very high weight. Direct contribution. High confidence on authorship and date. Later museums, competitions, UNESCO lists, and translations are not this Fact. The CCP, State Council, PLA, and local cadres may share the file; they do not erase a documented decision, and they are not a licence to treat every local killing as his handwriting.

Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

## What is established and what is not

Established: the 16 May 1966 circular, under Mao’s direction, opened the Cultural Revolution. Not established: that every later killing was already scheduled in the circular’s clauses. Later museums, competitions, UNESCO lists, and translations are not this Fact. The CCP, State Council, PLA, and local cadres may share the file; they do not erase a documented decision, and they are not a licence to treat every local killing as his handwriting.

The contribution type is direct. The attached driver is [political-polarization](/drivers/political-polarization). The welfare reading used in this dossier is worsening. That reading is an impact-path choice, not a property stored on the Fact itself.

Confidence is stated on the impact path, not hidden in adjectives. Do not treat 1966 as a student festival. Mixed effects of The May 16 Circular launches the Cultural Revolution are separate paths.

Shared responsibility is part of The May 16 Circular launches the Cultural Revolution. Naming Mao Zedong does not delete co-authors, institutions, or later transmitters. The lag from 1966-05-16 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
