# OHCHR publishes an assessment of human-rights concerns in Xinjiang

Date: 2022

## The fact

On 31 August 2022 the UN Office of the High Commissioner for Human Rights published an assessment of human-rights concerns in the Xinjiang Uyghur Autonomous Region, stating that serious human-rights violations had occurred and that the extent of arbitrary detention might constitute crimes against humanity. It is not a criminal conviction.

## Context

[Michelle Bachelet](/people/michelle-bachelet)’s office authored the paper. China rejected the findings. Xi did not write the assessment. His government is the subject. A white paper from 2019 is the neighbouring official Chinese description.

The 2019 vocational-education white paper is a neighbouring earlier Chinese instrument. US Uyghur Forced Labor Prevention Act listings are neighbouring foreign statutes.

The General Secretary of the Chinese Communist Party, concurrently President of the People’s Republic of China and Chairman of the Central Military Commission, can set the Politburo agenda, nominate the State Council leadership, and command the armed forces. He does not write UN General Assembly resolutions, OHCHR assessments, WHO emergency-use listings, or Hong Kong ordinances by himself.

## Evidence and sources

UN Office of the High Commissioner for Human Rights carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is [protection of minority rights](/drivers/protection-of-minority-rights): a completed UN assessment of possible crimes against humanity is a dated accountability instrument about the Chinese state’s Xinjiang policy, not a trial verdict.

## What is established and what is not

Established: a 31 August 2022 OHCHR assessment finding serious human-rights violations in Xinjiang, including possible crimes against humanity, which China rejected.

Not established: a completed international-criminal conviction of Xi, or a unique detainee census printed as a verdict.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

His government is the subject. A UN paper is not a conviction.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies OHCHR publishes an assessment of human-rights concerns in Xinjiang, not a later speech about OHCHR publishes an assessment of human-rights concerns in Xinjiang.

Co-authors and later implementers named in Context remain on the file. OHCHR publishes an assessment of human-rights concerns in Xinjiang on 2022-08-31 is not a licence to treat every later UN Office of the High Commissioner for Human Rights communique as this same act. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. This dossier refuses to average OHCHR publishes an assessment of human-rights concerns in Xinjiang into a personality. The contribution described on this Person row is limited to Complex: OHCHR authored the assessment. His government is the subject. A UN paper is not a conviction. That limit is the alternative to treating office-holding as authorship of every later series. The National People’s Congress, the State Council, provincial governments, the People’s Liberation Army, Hong Kong’s executive, and foreign counterparties share specific files. Allegation is not a completed judgment. An OHCHR assessment is not a criminal conviction. A white paper is not a census. A UN pledge is not a delivered emissions path.
