## The fact

On 1 April 2022 Shanghai extended a phased lockdown into a citywide stay-at-home order covering about 25 million residents under the central dynamic-zero-COVID campaign.

## Context

The National Health Commission and State Council held the dynamic-zero line. Shanghai’s municipal government implemented. Xi had publicly insisted on persistence with zero-COVID at the March 2022 NPC. He did not write every residential-compound notice.
