# Cuba’s Ley 151 Penal Code recodifies speech and public-order crimes after 11J

Date: 2022

## The fact

In 2022 Cuba published Ley 151, a new Penal Code, in the Gaceta Oficial, recodifying speech, public-order, and enemy-propaganda neighbourhood offences used after the 11 July 2021 protests. Later prisoner-stock prints are contested and are not converted here into a unique integer.

## Context

He was president and first secretary. ANPP passed. He did not sit as every prosecutor.

11 July 2021 is parent. 13 October 2023 re-election is a later child. Keep Cuba’s Ley 151 Penal Code recodifies speech and public-order crimes after 11J on 2022-09-01 separate from neighbouring 19 April 2021 first-secretary succession, 11 July 2021 combat order, Ley 151 of 2022, and 13 October 2023 ANPP re-election.

The president of Cuba and first secretary of the PCC heads the state and the party. He can give a televised combat order and promulgate a penal code. He does not sit as every municipal policeman, as ETECSA’s NOC, or as an OFAC licensing officer. Raúl Castro is named as an unresolved person candidate.

## Evidence and sources

Gaceta Oficial de la República de Cuba carries the official instrument or communique. Human Rights Watch records the same dated act independently.

## Significance

The path is speech criminalisation: a completed penal recodification after 11J.

## What is established and what is not

Established: Ley 151 recodified the Penal Code in 2022 after 11J.

Not established: A unique later prisoner stock from the Gazette day, or that every later blackout is this statute.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

He promulgated as president. Prosecutors apply. 11J detainees sit as parent weather.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Cuba’s Ley 151 Penal Code recodifies speech and public-order crimes after 11J, not a later speech about Cuba’s Ley 151 Penal Code recodifies speech and public-order crimes after 11J.

Co-authors and later implementers named in Context remain on the file. Cuba’s Ley 151 Penal Code recodifies speech and public-order crimes after 11J on 2022-09-01 is not a licence to treat every later Gaceta Oficial de la República de Cuba communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average Cuba’s Ley 151 Penal Code recodifies speech and public-order crimes after 11J into a personality. The contribution described on this Person row is limited to ANPP passed. He promulgated as president. Prosecutors apply. 11J detainees sit as parent weather. That limit is the alternative to treating office-holding as authorship of every later series.
