# National Assembly re-elects Díaz-Canel president for a second five-year term

Date: 2023

## The fact

On 13 October 2023 Cuba’s [National Assembly](/organizations/national-assembly) of People’s Power re-elected [Miguel Díaz-Canel](/people/miguel-diaz-canel) president of the Republic for a second five-year term. He remained PCC first secretary.

## Context

The 2019 constitution allows two consecutive terms. Raúl Castro is unresolved. He did not sit as every deputy.

19 April 2021 first-secretary succession is parent. 11J remains a different mechanism. Keep National Assembly re-elects Díaz-Canel president for a second five-year term on 2023-10-13 separate from neighbouring 19 April 2021 first-secretary succession, 11 July 2021 combat order, Ley 151 of 2022, and 13 October 2023 ANPP re-election.

The president of Cuba and first secretary of the PCC heads the state and the party. He can give a televised combat order and promulgate a penal code. He does not sit as every municipal policeman, as ETECSA’s NOC, or as an OFAC licensing officer. Raúl Castro is named as an unresolved person candidate.

## Evidence and sources

National Assembly of People's Power of Cuba carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is electoral integrity: a completed one-party re-election after 11J.

## What is established and what is not

Established: The Assembly re-elected him president on 13 October 2023.

Not established: A unique later legitimacy coefficient, or that the designation rebates 11J.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

He remained first secretary. PCC holds the monopoly of candidacy.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies National Assembly re-elects Díaz-Canel president for a second five-year term, not a later speech about National Assembly re-elects Díaz-Canel president for a second five-year term.

Co-authors and later implementers named in Context remain on the file. National Assembly re-elects Díaz-Canel president for a second five-year term on 2023-10-13 is not a licence to treat every later National Assembly of People's Power of Cuba communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average National Assembly re-elects Díaz-Canel president for a second five-year term into a personality. The contribution described on this Person row is limited to The Assembly voted. He remained first secretary. PCC holds the monopoly of candidacy. That limit is the alternative to treating office-holding as authorship of every later series.
