# Bismarck chairs the Congress of Berlin

Date: 1878

## The fact

From 13 June to 13 July 1878 [Bismarck](/people/otto-von-bismarck) presided at the Congress of Berlin, which replaced the Russo-Turkish Treaty of San Stefano with the Treaty of Berlin: a smaller Bulgaria, Austrian occupation of Bosnia, British Cyprus, and Ottoman residual rule. He billed himself as honest broker. This is a European territorial congress, not the later Congo conference. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Context

The 1877–78 Russo-Turkish War had threatened a general war. Disraeli and Gorchakov were the principals. Balkan populations were bargained, not consulted. Humanitarian language of protecting Christians sat beside power shares. Sharing the treaty with six other powers is mandatory. Later 1914 is not this Fact. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

If a number is not in the two records named above, it is not supplied here.

## Evidence and sources

Avalon publishes the Treaty of Berlin. Britannica independently narrates the congress. GHDI holds related German diplomatic pieces. The official and independent URLs differ. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Significance

Improving polarization path (short-run war averted). Complex. Medium confidence because Balkan grievances were stored, not solved. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

## What is established and what is not

Established: Bismarck chaired the 1878 Berlin Congress and the 13 July treaty was signed. Not established: that Balkan peoples consented, or that 1914 was thereby made impossible. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

The attached driver is [political-polarization](/drivers/political-polarization). The welfare reading used in this dossier is improving. That reading is an impact-path choice, not a property stored on the Fact itself.

Confidence is stated on the impact path, not hidden in adjectives. Do not treat Berlin 1878 as the 1884 Africa conference. Do not treat Balkan borders as a human-rights settlement. Mixed effects of Bismarck chairs the Congress of Berlin are separate paths.

Shared responsibility is part of Bismarck chairs the Congress of Berlin. Naming Otto von Bismarck does not delete co-authors, institutions, or later transmitters. The lag from 1878-07-13 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
