# Wilhelm II dismisses Bismarck from the chancellorship

Date: 1890

## The fact

On 18 March 1890 [Bismarck](/people/otto-von-bismarck) submitted his resignation as Prussian minister-president and German chancellor after Wilhelm II refused his conditions on cabinet access, the Anti-Socialist Law’s renewal, and Russian policy. The dismissal ended the personal regime begun in 1862. This is not Caprivi’s later non-renewal of exceptional law, and it is not a cartoon’s publication date. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Context

The 1888 three-emperor year had brought a Kaiser who wanted to be his own chancellor. The workers’ protective decrees of February 1890 were the public clash. Friedrich III’s short 1888 reign is another person’s file. Sharing the act with Wilhelm II is mandatory: the king-emperor fired him. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

## Evidence and sources

DHM independently narrates the 1890 dismissal. Britannica independently dates the fall. Bundesarchiv holds the resignation correspondence as successor official paper. Punch’s cartoon is reception. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Significance

Worsening cohesion path of a sudden executive break. Complex. High confidence on the date. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

Confidence is stated on the impact path, not hidden in adjectives. Do not treat Punch’s Dropping the Pilot cartoon as the Fact date. Do not treat Caprivi’s lapse of the Anti-Socialist Law as Bismarck’s last act. Mixed effects of Wilhelm II dismisses Bismarck from the chancellorship are separate paths.

## What is established and what is not

Established: Bismarck was dismissed in March 1890 by Wilhelm II. Not established: that dismissal caused 1914, or that the Anti-Socialist Law’s lapse was his gift. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

Shared responsibility is part of Wilhelm II dismisses Bismarck from the chancellorship. Naming Otto von Bismarck does not delete co-authors, institutions, or later transmitters. The lag from 1890-03-18 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.

The attached driver is [social-cohesion](/drivers/social-cohesion). The welfare reading used in this dossier is worsening. That reading is an impact-path choice, not a property stored on the Fact itself.

If a number is not in the two records named above, it is not supplied here.
