# Germany and Austria-Hungary conclude the Dual Alliance

Date: 1879

## The fact

On 7 October 1879 Germany and Austria-Hungary signed the Dual Alliance: a defensive treaty against a Russian attack, secret in its military clauses. [Bismarck](/people/otto-von-bismarck) chose Vienna after Alexander II’s post-Berlin anger. Wilhelm I had to be pushed. This is not the 1873 league and not the 1887 Russian reinsurance. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Context

The Eastern Question had split the three emperors. A two-front fear after 1871 made an Austrian insurance useful. Italy’s later adhesion (Triple Alliance 1882) is another instrument not stored as a twin. Cohesion here is interstate alliance cohesion, not domestic social peace. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Evidence and sources

Avalon publishes the Dual Alliance text. Britannica independently dates it. GHDI holds related diplomatic correspondence. The official and independent URLs differ. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Significance

Improving cohesion path of an alliance that reduced immediate isolation. Complex. Medium confidence because the same treaty later rigidified blocs. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

If a number is not in the two records named above, it is not supplied here.

## What is established and what is not

Established: the Dual Alliance was signed on 7 October 1879 under Bismarck. Not established: that he intended 1914, or that the secret clauses were known to the Reichstag that day. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

Confidence is stated on the impact path, not hidden in adjectives. Do not twin Dual Alliance with Three Emperors or Reinsurance. Mixed effects of Germany and Austria-Hungary conclude the Dual Alliance are separate paths.

Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

The attached driver is [social-cohesion](/drivers/social-cohesion). The welfare reading used in this dossier is improving. That reading is an impact-path choice, not a property stored on the Fact itself.

Shared responsibility is part of Germany and Austria-Hungary conclude the Dual Alliance. Naming Otto von Bismarck does not delete co-authors, institutions, or later transmitters. The lag from 1879-10-07 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
