# The Old-Age and Disability Insurance Law is enacted

Date: 1889

## The fact

In 1889 the Reich enacted old-age and disability insurance with worker, employer, and Reich contributions. [Bismarck](/people/otto-von-bismarck)’s last major social statute set a high pension age relative to contemporary life expectancy. This is the third insurance pillar, not a reprint of sickness or accident law. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Context

The SPD was still under exceptional law until 1890. Pensions were a loyalty instrument as well as a poverty instrument. Coverage excluded many agricultural workers. Fiscal capacity here is a long-run transfer machine, not a balanced-budget claim. Wilhelm II would soon dismiss the chancellor. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Evidence and sources

GHDI publishes the 1889 law. ILO independently treats the old-age pillar as Bismarckian. DHM independently narrates social legislation. The URLs differ from the 1883 pair. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

## Significance

Improving fiscal-social-capacity path of medium weight. Complex. High confidence on the statute. Qualifying ages limit the welfare claim. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

If a number is not in the two records named above, it is not supplied here.

## What is established and what is not

Established: an old-age and disability insurance law was enacted in 1889 under Bismarck. Not established: that typical workers collected a long pension, or a unique poverty series. Later museums, competitions, UNESCO lists, and translations are not this Fact. The Reichstag, Wilhelm I, Moltke, Roon, and state administrations may share the file; they do not erase a documented decision, and they are not a licence to treat every regiment’s act as his handwriting.

Confidence is stated on the impact path, not hidden in adjectives. Do not twin 1889 with 1883 or 1884. Do not treat a later OECD pension review as this statute. Mixed effects of The Old-Age and Disability Insurance Law is enacted are separate paths.

Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

The attached driver is [fiscal-policy-sustainability](/drivers/fiscal-policy-sustainability). The welfare reading used in this dossier is improving. That reading is an impact-path choice, not a property stored on the Fact itself.

Shared responsibility is part of The Old-Age and Disability Insurance Law is enacted. Naming Otto von Bismarck does not delete co-authors, institutions, or later transmitters. The lag from 1889-06-22 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
