# Eurogroup agrees a third Greek programme after the 2015 confrontation

In August 2015 euro-area ministers agreed a third Greek ESM programme after a summer of capital controls and a referendum. [Merkel](/people/angela-merkel) and [Schäuble](/people/wolfgang-schauble) were the decisive German voices. The programme is a completed financial act with social conditionality.
