Through 2005–2021 [Merkel](/people/angela-merkel)’s coalitions kept the Hartz IV (Arbeitslosengeld II) architecture, with later rate changes, rather than replacing it. Bürgergeld came after she left. Continuation is a completed labour-and-assistance stance.
