# Federal Constitutional Court blocks relabelling of COVID credit as climate cash

On 15 November 2023 the Federal Constitutional Court held that 60 billion euros of unused COVID credit could not be shifted into the climate-and-transformation fund. The traffic-light off-budget climate plank collapsed. The judgment is a constitutional check, not a policy essay.
