# Minsk II package of measures signed

Date: 2015

On 12 February 2015 the Normandy format produced Minsk II. Merkel and [Hollande](/people/francois-hollande) were the European sponsors. Implementation failed. A failed ceasefire package is not a completed peace and not a crime.
