# England legislates free primary-school breakfast clubs in the Children's Wellbeing and Schools Act (2026)

Date: 2026

The Children's Wellbeing and Schools Act 2026, introduced by Education Secretary [Bridget Phillipson](/people/edu-bridget-phillipson), received Royal Assent on 29 April 2026, placing a duty on state-funded primary schools in England to offer free breakfast clubs and expanding free school meals to families on Universal Credit. The government said the measures, including limits on school-uniform costs, could save some families up to £1,000 a year; an early-adopter rollout of around 2,000 breakfast clubs began in 2025.
