# NEA declares Sisi winner with 89.6 percent; no serious challenger on the ballot

Date: 2023

## The fact

On 18 December 2023 the National Election Authority declared [Abdel Fattah el-Sisi](/people/abdel-fattah-el-sisi) winner of the 10–12 December presidential election with 39,702,451 votes (89.6 percent) and turnout 66.8 percent. The Official Gazette published NEA Decision 39 of 2023. Serious challengers did not reach the ballot. This page does not invent a unique fraud integer.

## Context

He ran. NEA tabulated. Hazem Omar, Farid Zahran, and Abdel-Sanad Yamama were recorded in single digits. Ahmed al-Tantawy dropped after alleging obstruction. Tantawy is unresolved.

10–12 December poll; 18 December NEA declaration. Stored as one 18 December 2023 Fact. Keep NEA declares Sisi winner with 89.6 percent; no serious challenger on the ballot on 2023-12-18 separate from neighbouring coup, Rab’a, referendum, and 2023-return instruments.

The president of Egypt is head of state and supreme commander. In 2013 he was defence minister and deputy prime minister for security. He can announce an ouster, command a dispersal, and accept an NEA return. He does not write an HRW investigation, an IMF board minute, or a unique Rab’a integer invented here.

## Evidence and sources

Cairo 24 (recording the Official Gazette) carries the official instrument or communique. Reuters records the same dated act independently.

## Significance

The path is electoral integrity: a completed 89.6 percent certification against no serious challenger.

## What is established and what is not

Established: NEA declared 39,702,451 votes (89.6 percent) and 66.8 percent turnout on 18 December 2023.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

NEA tabulated. Sharing tabulation is not a reason to drop the certification.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies NEA declares Sisi winner with 89.6 percent; no serious challenger on the ballot, not a later speech about NEA declares Sisi winner with 89.6 percent; no serious challenger on the ballot.

Co-authors and later implementers named in Context remain on the file. NEA declares Sisi winner with 89.6 percent; no serious challenger on the ballot on 2023-12-18 is not a licence to treat every later Cairo 24 (recording the Official Gazette) communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average NEA declares Sisi winner with 89.6 percent; no serious challenger on the ballot into a personality. The contribution described on this Person row is limited to He ran and was certified. NEA tabulated. Sharing tabulation is not a reason to drop the certification. That limit is the alternative to treating office-holding as authorship of every later series.
