# EEAS politically backs the Commission-Tunisia migration memorandum

In July 2023 the Commission signed a Tunisia memorandum while [Borrell](/people/josep-borrell)’s foreign-policy shop treated [Saied](/people/kais-saied) as a hybrid-and-migration counterpart. Rights groups documented later abuse. Backing is a completed political act.
