In mid-January 2023 [Metsola](/people/gov-roberta-metsola) presented 14 proposed measures on integrity, lobbying and NGOs to political-group leaders. A plan is a completed agenda act, not enacted monitoring. Later watchdogs said the system still lacked sanctions.
