# Union adopts the Recovery and Resilience Facility regulation

Date: 2021

Regulation (EU) 2021/241 of 12 February 2021 established the Recovery and Resilience Facility, the spending core of NextGenerationEU. It finances grants and loans for national recovery plans with green and digital conditions after the pandemic recession. The July 2020 European Council bargain created the political envelope; the Commission proposed and now assesses the plans. Von der [Leyen](/people/energy-ursula-von-der-leyen) presented the instrument as the Union's common fiscal response, not as money she personally disbursed.
