# Union adopts the general regime of budget conditionality

Date: 2020

Regulation (EU, Euratom) 2020/2092 of 16 December 2020 created a general regime of conditionality for the protection of the Union budget. It allows measures, including suspension of payments, where breaches of the principles of the rule of law affect or seriously risk affecting the sound financial management of the Union budget. The Commission proposes measures; the Council decides. Von der [Leyen](/people/energy-ursula-von-der-leyen)'s Commission later opened the first application against Hungary.
