# Lecornu government accelerates collective-liability bill

Date: 2026

On 5 October 2026, [French government](/organizations/french-government) spokesperson Maud Bregeon announced that the government's "casseurs-payeurs" bill would receive a first reading in the Senate on 27 October, accelerating a proposal developed after earlier episodes of urban violence. Le Monde reported that the measure would allow damages to be sought from a person who belonged to a group in which destruction occurred even if that person did not personally cause the damage. Prime Minister [Sébastien Lecornu](/people/sebastien-lecornu) had said in September that compensation could be taken from family allowances and housing assistance while preserving a minimum amount needed for living costs.

The government presented the proposal as a way to make those associated with destructive gatherings bear financial responsibility. Legal and opposition critics warned that the design could impose collective liability and chill peaceful participation in demonstrations. The measure was still proposed legislation on 5 October, not enacted law. Its significance during the high-school protests was therefore political and prospective: the cabinet chose to accelerate a coercive public-order measure at the same time thousands of mostly young protesters were being arrested.
