# Gandhi and Lord Irwin sign the Delhi Pact ending this round of civil disobedience

## The fact

On 5 March 1931 Gandhi, as Congress’s negotiator, and Viceroy Irwin agreed that civil disobedience would halt, salt on the coast would be tolerated in limited form, and Congress would attend the Round Table. It is a truce, not swaraj.

## Context

Truces release prisoners and they also split militants from negotiators. Subhas Bose’s later anger is not this Fact. The improving path is a dated humanitarian and political de-escalation.
