From 1921 Gandhi made the spinning wheel and khadi a Congress programme: boycott of foreign cloth plus a claimed village industry.

## Context

Khadi can be import-substitution and a burden on mill labour and on women spinning for little. The improving path here is a dated [industrial-policy activism](/drivers/industrial-policy-activism) of village cloth, with mill-worker costs not invented as a number.
