# Doumbouya’s CNRD seizes power and dissolves the constitution

Date: 2021

## The fact

On 5 September 2021 Colonel [Mamady Doumbouya](/people/mamady-doumbouya) announced on state television that the National Committee of Reconciliation and Development had dissolved Guinea’s government and constitution and detained President Alpha Condé. He was sworn interim president on 1 October and said neither he nor any member of the transition would be a candidate.

## Context

Condé had altered the constitution to take a third term. ECOWAS imposed sanctions. Alpha Condé is unresolved. This page does not mint ukraine-war.

5 September seizure; 1 October swearing-in. Stored as one 5 September 2021 Fact. Keep Doumbouya’s CNRD seizes power and dissolves the constitution on 2021-09-05 separate from neighbouring Doumbouya instruments.

The President of Guinea is head of state. He can dissolve a government on television, call a referendum, and contest a presidential poll. He does not write Reuters notes, BBC dispatches, or Supreme Court arrêts.

## Evidence and sources

Reuters carries the official instrument or communique. BBC News records the same dated act independently.

## Significance

The path is the owned junta-transition driver: a completed seizure that replaced an elected president with CNRD rule.

## What is established and what is not

Established: The CNRD seized power on 5 September 2021 and he was sworn interim president on 1 October.

Not established: A unique sanction integer, or that Alpha Condé is minted.

What would change the picture: a contradictory original with a different date or name, a later repeal, a court that vacated the instrument, or a measured series that can be argued, with lag and alternatives, as a consequence of this instrument rather than of later institutions.

The date is the date of this instrument, not a licence to back-date every later harm or benefit.

Sharing ECOWAS lists is not a reason to drop 5 September 2021.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Doumbouya’s CNRD seizes power and dissolves the constitution, not a later speech about Doumbouya’s CNRD seizes power and dissolves the constitution.

Co-authors and later implementers named in Context remain on the file. Doumbouya’s CNRD seizes power and dissolves the constitution on 2021-09-05 is not a licence to treat every later Reuters communique as this same act. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. This dossier refuses to average Doumbouya’s CNRD seizes power and dissolves the constitution into a personality. The contribution described on this Person row is limited to He announced the dissolution and took the oath. Sharing ECOWAS lists is not a reason to drop 5 September 2021. That limit is the alternative to treating office-holding as authorship of every later series.
